A RESOLUTION TO DECLARE WEDNESDAY, APRIL 11, 2012, AS "MISSISSIPPI RECYCLERS DAY" AND TO COMMEND AND RECOGNIZE THE MISSISSIPPI RECYCLING INDUSTRY FOR THEIR CONTRIBUTIONS TO OUR STATE'S ECONOMY AND FOR THEIR EFFORTS TO PROTECT THE ENVIRONMENT AND PROMOTE ENERGY EFFICIENCY.

     WHEREAS, recycling in Mississippi protects the environment, conserves natural resources, promotes energy efficiency and supports economic development; and

     WHEREAS, the collection and processing of recyclable materials contributes millions of dollars annually to Mississippi's economy which accounts for the Mississippi recycling industry being directly responsible for the creation of thousands of jobs, millions of dollars in annual personal income and tax revenue each year; and

     WHEREAS, the Mississippi recycling industry is comprised, of haulers, collectors, processors, brokers, recycling equipment sales and manufacturers and end users or manufacturers who use recycled material feedstock to produce recycled content products; and

     WHEREAS, through the recognition and promotion of the economic, energy and environmental benefits of recycling, Mississippi's recycling industry will continue to expand, thereby creating efficient market-based solutions for various waste management and energy concerns; and

     WHEREAS, requiring 17 times less energy than manufacturing the same products from virgin materials, the significant benefits of recycling provide greater diversity and reliability to the Mississippi energy grid while protecting the state's natural resources; and

     WHEREAS, the Legislature has declared it to be the policy of the State of Mississippi through the enactment of Section 49-31-5, that generated waste should be recycled or reused whenever feasible and that disposal or other permitted release into the environment should be employed only as a last resort to be conducted in an environmentally safe manner; and

     WHEREAS, Section 49-31-15 declares that it is the duty of each state agency, the judicial branch of state government, the state institutions of higher learning and community colleges to establish a program for the collection of recyclable materials generated in state offices throughout the state; and

     WHEREAS, the growth and continued development of Mississippi's recycling industry will assist the state's communities, agencies, organizations and businesses to comply with the laws of the state governing the responsible management of solid wastes; and

     WHEREAS, it is the policy of the House of Representatives to promote the beneficial awareness of such far-reaching industries such as the Mississippi recycling industry, which, through its avid stance on ecological soundness and preservation, has fostered the positive gains in recycling and recycled manufacturing in this state to perpetuate a stimulus in economy and a healthier environment for generations of Mississippians and visitors to enjoy in the future:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That we do hereby declare Wednesday, April 11, 2012, as "Mississippi Recyclers Day," and commend and recognize Mississippi's recycling industry for their contributions to our state's economy and for their efforts to protect the environment and promote energy efficiency.

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to the members of the Capitol Press Corps.
