A RESOLUTION COMMENDING THE ESTEEMED LEGAL AND JUDICIAL CAREER AND PUBLIC SERVICE OF THE HONORABLE JUDGE PATRICIA D. WISE, RENDERED TO THE CITIZENS OF CENTRAL MISSISSIPPI AND CONGRATULATING HER UPON THE OCCASION OF HER RETIREMENT.

     WHEREAS, after 34 years of dedicated and zealous service as a barrister, arbiter and magistrate of the law, the Honorable Judge Patricia D. Wise retired her tribunal robe to the closet and silenced her gavel of justice in December 2018, after having first begun her prestigious career as a learned attorney and brilliant judge in 1984; and

     WHEREAS, originally from Oxford, Mississippi, Judge Wise received her bachelor of science degree in special education and masters of communicative disorders from the University of Mississippi in 1973 and 1976, respectively, before attending the University of Mississippi School of Law to receive her juris doctorate degree in May 1984; and

     WHEREAS, Judge Wise formerly served as the managing attorney and partner in the law firm of Dockins and Wise, Attorneys at Law, in Jackson, Mississippi, where she and her family have lived for the past 40 years, specializing in the areas of domestic relations-family law, personal injury and general civil practice, which postured her to serve as a family law resource attorney for Central Mississippi Legal Services; and

     WHEREAS, having gained the respect of her peers and colleagues as both a client's advocate and judicial officer, her ethical morale, character and rapport precedes her in the legal and civic communities, as evidenced by her lengthy list of accomplishments, accolades, recognitions and positions, including:  first female president of the Magnolia Bar Association; graduate of the National Judicial College; seminar faculty speaker for the Magnolia Bar Association, The Mississippi State Bar, Mississippi Pro Bono Project, Mississippi Women Lawyers' Association, Mississippi Judicial College and the National Judicial College; former state coordinator of the National Association of Women Judges; and district director for the States of Mississippi, Alabama, Tennessee and Louisiana; and

     WHEREAS, a private law practitioner for five years, Judge Wise began her extended career in public service as a special master to the chancery court before being elected in 1989 to serve her first term as a chancellor of the Fifth Chancery Court District of Hinds County, which afforded her the opportunity to avail herself of the appointment, made by the Mississippi Supreme Court, as a member of the Complaint Tribunal and former chair of the Mississippi Judicial Performance Commission; and

     WHEREAS, while comfortable in her legal shoes, Judge Wise used her broadened knowledge base of the law to impart that same knowledge, understanding and comprehension into the minds of her students during her service as an adjunct professor of Torts and Family Law at Hinds Community College and Mississippi College; and

     WHEREAS, adamantly vigorous in her efforts of giving back to the community through social, civic and charitable organizations, Judge Wise is a:  life member of the NAACP; former member of the Board of Directors of the Metro Jackson Chamber of Commerce; former board member and Trustee of Leadership Jackson and Youth Leadership Jackson; recent co-chair to the One to One Jackson Mentoring Partnership Program; former board member of the Mississippi Chapter of the American Heart Association; charter board member of the Ole Miss Women's Council for Philanthropy; life member of Zeta Phi Beta Sorority, Inc., and former chapter president; former member of the LeFleur's Bluff Chapter of the Links, Inc.; and board member of the Middle Mississippi Girl Scouts Council; and

     WHEREAS, before and throughout the length of her spectacular career, Judge Wise has been privileged to experience the blissfulness of love, support and encouragement from her husband of more than 30 years, Mark Wise; daughters, Crystal and April; and her six grandchildren, Precious, Daniel, Alyssa, Anna Grace, Jaime and Janeen; and

     WHEREAS, much to her well-deserved credit, Judge Wise has been bestowed numerous honors throughout the course of her career as a legal eagle, including:  selection by the Jackson Chamber of Commerce to the 1988 Class of Leadership Jackson; selection to the 1993 Class of Leadership America; the 1990 recipient of the University of Mississippi NOW award, which is an Award of Distinction in recognition of outstanding leadership; and the first recipient of the Black Women's Political Action Forum Brown-Hall-Young Achievement Award, given in recognition of outstanding contributions to the legal profession; and

     WHEREAS, it is the policy of the House of Representatives to commend the remarkable career and public service of such an equally remarkable, talented, fair and knowledgeable individual as Judge Wise, who has dedicated more than three decades of her life to promoting and upholding the pristine principals of justice and providing intellectual interpretation of the laws of the State of Mississippi to maximize the benefits and protection of its citizens:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That we do hereby commend the esteemed legal and judicial career and public service of the Honorable Judge Patricia D. Wise rendered to the citizens of Central Mississippi, congratulate her upon the occasion of her retirement from public service and extend warmest wishes for continued success in all of her future endeavors and for good health, happiness and peace of mind in the lighter years of her life.

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to the Honorable Judge Patricia D. Wise and to the members of the Capitol Press Corps.
