A RESOLUTION COMMENDING RICHARD MORGAN, VICE PRESIDENT OF THE ELECTRIC POWER ASSOCIATIONS OF MISSISSIPPI, UPON THE OCCASION OF HIS RETIREMENT.

     WHEREAS, Richard Morgan, Vice President of Government Relations for the Electric Power Associations of Mississippi, is retiring from his position with the Ridgeland-based service association after dedicating more than 28 years to representing the citizens of Mississippi before government leaders at the state and national levels; and

     WHEREAS, Richard, highly respected by his many friends and colleagues, is a recognized champion and true ambassador for the more than 1.8 million Mississippians who receive affordable and reliable electric service from an electric cooperative; and

     WHEREAS, in his youth, Richard, a native of Mississippi, served as an altar boy and graduated from Callaway High School; and

     WHEREAS, a graduate of the University of Southern Mississippi, Richard bravely served his country with honor as a proud member of the United States Marine Corps; and

     WHEREAS, in 1972, Richard married the love of his life, Marilyn Barnes, and united as one, they began life's journey and have remained steadfast in their devotion to each other to this very day; and

     WHEREAS, in 1970, Richard began his career as a computer specialist with Mississippi Farm Bureau and was later assigned to its field auditing team, eventually becoming a member of Farm Bureau's Governmental Relations team in 1984; and

     WHEREAS, in October 1988, Richard joined the Electric Power Associations of Mississippi as a government relations specialist and later became the vice president; and

     WHEREAS, throughout his years of serving under the dome, Richard has been instrumental in educating government leaders of the impact legislation would have on the electric utility industry; and

     WHEREAS, while serving as a government relations specialist, Richard developed a reputation of delivering solid and trustworthy advice, which was relied upon by countless individuals; and

     WHEREAS, Richard has been devoted and passionate about being the unified voice for his membership and through his leadership the association is now recognized as one of the strongest grassroot organizations for the people of Mississippi; and

     WHEREAS, with a compassionate heart and quick wit, Richard has quietly helped others through charitable works and serves with distinction as Chairman of the Morningside Think Tank, an independent venue where governmental leaders and stakeholders converge to discuss and unofficially strategize public policy issues; and

     WHEREAS, it is the policy of the House of Representatives to recognize with great pride passionate leaders and citizens, such as Richard, whose enormous contributions have made a difference in the quality of life for those he has served, his colleagues, friends and the State of Mississippi:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That we do hereby recognize the record of achievement and legacy of service of Richard Morgan upon the occasion of his upcoming retirement as Vice President of the Electric Power Associations of Mississippi and extend best wishes to Richard for a long and healthy retirement marked by continued success in all of his future endeavors.

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Richard Morgan, the Electric Power Associations of Mississippi and to the members of the Capitol Press Corps.
