A RESOLUTION COMMEMORATING THE LIFE AND LEGACY OF MRS. JOY SUMNER MEYER AND EXPRESSING OUR SINCERE SYMPATHY TO HER FAMILY AND FRIENDS UPON HER PASSING.

     WHEREAS, "To everything there is a season, and time to every purpose under the Heaven," and as such, on February 14, 2013, the mortal, beloved presence of Mrs. Joy Sumner Meyer was summoned to eternal rest as she made life's final transition from earthly travailing to heavenly reward, rendering great sorrow and loss to her family and friends; and

     WHEREAS, Mrs. Joy Sumner Meyer, a resident of Alexandria, Louisiana, for over five decades, was born on August 29, 1933, in Sumner, Mississippi, to Louise Robinson Sumner and Paul Creekmore Sumner; and

     WHEREAS, she graduated from West Tallahatchie High School in 1951, attended Mississippi State College for Women, receiving a bachelor of arts in 1955, and obtained a master of fine arts from Peabody College at Vanderbilt University in Nashville, Tennessee, in 1956; and

     WHEREAS, while teaching in Port Arthur, Texas, Joy met the late James L. Meyer and they were united in holy matrimony in 1957 before relocating to Alexandria in 1962 when they welcomed their first child, Mary Laura, and where they later welcomed their son Carter Peyton in 1969; and

     WHEREAS, a true servant of God, she was an enduring member of St. Timothy's Episcopal Church in Alexandria, and she participated in many civic and cultural activities including the YWCA, the Arts Council and the Girl Scouts; and

     WHEREAS, left to mourn Mrs. Meyer's passing and cherish her memory are:  her daughter and son; her grandsons, James Peyton Toups, son of Mary and her husband, Tony Toups, of New Orleans, Louisiana, and Sumner Meyer, son of Carter Meyer of Huntsville, Texas, and Misty Craven of Houston, Texas, as well as her step grandchildren, Alyse Toups Mouledoux of New Orleans and Stephen Toups of Baton Rouge, Louisiana; her sister, June Sumner Glenn of Crawfordsville, Arkansas; June's children:  Morry Glenn of Conway, Arkansas, and Luann Glenn of Little Rock; the children of her deceased sister, Taylor Sumner Spradling, of Clarksdale, Mississippi:  Sumner Spradling of Browns Summit, North Carolina, and his wife, Risa, and Scott Spradling of Lambert, Mississippi, and his wife, Nita; and the children of her deceased brother, Creekmore Sumner, and his wife, Mattie Bass Sumner, of Newton Grove, North Carolina:  Lynn Sumner Motz of New Cumberland, Pennsylvania, Leigh Sumner of Newton Grove, and Lorri Sumner of Wilmington, North Carolina; her first cousins, Bob Bailey of Sumner and Dr. Wiley Hutchins of Columbus, Mississippi; and a host of other relatives and friends; and

     WHEREAS, in Mrs. Meyer's transfiguration from mortality to immortality, she now adorns the raiment of a spiritual bride awaiting the bridegroom's return in holy anticipation of that wondrous event, as it is written in the book of Revelation 21:1-2, "And I saw a new Heaven and a new earth:  for the first Heaven and the first earth were passed away; and there was no more sea.  And I John saw the Holy City, New Jerusalem, coming down from God out of Heaven, prepared as a bride adorned for her husband."; and

     WHEREAS, it is the policy of the House of Representatives to commend the life of such a magnificent individual as Mrs. Joy Sumner Meyer, whose light radiated the presence of the Father, which is in Heaven, and whose presence will be sorely missed as she was the salt of the earth:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That we do hereby commemorate the life and legacy of Mrs. Joy Sumner Meyer and express our sincere sympathy to her family and friends upon her passing. 

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to the family of Mrs. Joy Sumner Meyer and to the members of the Capitol Press Corps.
