House Concurrent Resolution 53
A CONCURRENT RESOLUTION COMMENDING THE DISTINGUISHED CAREER AND MERITORIOUS LEADERSHIP AND SERVICE OF MR. LOUWILL E. DAVIS, III, PROVIDED AS MISSISSIPPI'S CORRECTIONS AUDITOR UPON THE OCCASION OF HIS RETIREMENT.
WHEREAS, the Mississippi Corrections Auditor and exceptional public servant, Mr. Louwill E. Davis, III, retired on December 31, 2014, after a remarkably distinguished career of exemplary leadership and service to the State of Mississippi; and
WHEREAS, a graduate of American University with a bachelor of science degree in criminal justice, Mr. Davis received a master of arts degree in public policy and administration from Jackson State University; and
WHEREAS, prior to serving as the Mississippi Corrections Auditor, Mr. Davis diligently guarded the safety and welfare of the citizens of Jackson, Mississippi, for twenty years as an officer of the Jackson Police Department, where he retired as the Deputy Chief of Professional Standards, and prior to that, he protected and defended the United States of America, with fidelity, bravery and integrity, for four years with the Federal Bureau of Investigation; and
WHEREAS, from 1994-2015, Mississippi benefitted greatly and enjoyed the hard work and dedication of Mr. Davis, who served as Mississippi's Corrections Auditor for more than twenty-one years; and
WHEREAS, as part of his duties as Mississippi's Corrections Auditor, Mr. Davis attentively monitored inventory at Mississippi's correctional institutions, dutifully attended Mississippi Department of Corrections bid openings, and kept a watchful, examining eye on the correctional institutions for health and safety concerns; and
WHEREAS, the Mississippi Corrections Auditor position flourished exponentially while Mr. Davis occupied the role, as he issued informative monthly reports to the Legislative Budget Office and the House and Senate Chairpersons of Corrections and provided advice to the House and Senate Chairpersons of Corrections on various corrections matters; and
WHEREAS, utilizing his invaluable expertise as a Certified Fraud Examiner, Mr. Davis thoroughly conducted prison inspections and reviews of Mississippi Department of Corrections records; and
WHEREAS, blessed with a perpetually attentive ear and compassionate heart, Mr. Davis was always willing to listen to the concerns of individual inmates; and
WHEREAS, while employed as Mississippi's Corrections Auditor, Mr. Davis imparted cardinal guidance regarding PEER Committee projects, legislative assistance, and background checks and also facilitated essential assistance to PEER project teams with the following reports: A Review of Selected Parole, Restitution, and Timely Release Issues of the Department of Corrections and State Parole Board; Medical Care for State Inmates: The Department of Corrections' Contract Management and Its Provision of Specialty Medical Care; The Department of Corrections' Management of Commissary Services and the Inmate Welfare Fund; A Management Review of Region IV of the Department of Corrections' Division of Community Services and An Investigative Review of the Mississippi Department of Transportation's Equipment Shop; and
WHEREAS, PEER also received assistance from Mr. Davis on conferences they hosted locally and other special projects; and
WHEREAS, Mr. Davis is married to the lovely Patricia Davis, who has been a pillar of support to him throughout their marriage, and two wonderfully delightful children, Alan and Hope, are also extremely proud and supportive of their father upon the occasion of his retirement; and
WHEREAS, when Mr. Davis is not diligently using his knowledge to advance the great state of Mississippi, he enjoys the finer things of life, such as hunting and other outdoor activities, and he particularly savors spending quality time playing with his grandchildren, who have appropriately dubbed him a "grandfather extraordinaire"; and
WHEREAS, Mr. Davis was an exemplary public servant to the magnolia state as Corrections Auditor, and his knowledge, skill and strenuous laboriousness will be dearly missed by all of his colleagues and others who were lucky enough to have the opportunity to work with him and experience his greatness; and
WHEREAS, it is the policy of this Legislature to recognize and commend the tireless devotion to the betterment of Mississippi and honor the ardent vow to impeccable public service that Mr. Louwill E. Davis, III, bestowed upon the citizens of Mississippi as Mississippi's Corrections Auditor:
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, THE SENATE CONCURRING THEREIN, That we do hereby commend the distinguished career and meritorious leadership and service Mr. Louwill E. Davis, III, provided as Mississippi's Corrections Auditor upon the occasion of his retirement, and extend to him our most sincere wishes for continued success and joy in the lighter days ahead.
BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Mr. Louwill E. Davis, III, and to the members of the Capitol Press Corps.
