A CONCURRENT RESOLUTION COMMENDING DR. KIM WELCH HOOVER FOR OVER 40 YEARS OF CAREER EXCELLENCE IN THE HEALTH CARE FIELD AND CELEBRATING HER NEW ROLE AS THE INAUGURAL SENIOR NURSE FELLOW FOR MISSISSIPPI STATE UNIVERSITY SCHOOL OF NURSING.

     WHEREAS, Dr. Kim Welch Hoover, a longtime practicing nurse, nurse educator and health care administrator, has made a lasting impact on her patients, students and colleagues during her decades-long career in the health care field; and

     WHEREAS, a native of Vidalia, Louisiana, Dr. Hoover received her bachelor's degree in nursing from Northeast Louisiana University before moving to the great Magnolia State to complete her master's degree in nursing and Ph.D. in clinical health sciences at the University of Mississippi in Jackson, where her academic achievements were rewarded with the University of Mississippi Nursing Alumni Graduate of the Year Award; and

     WHEREAS, Dr. Hoover began her career as a registered nurse in Natchez and served as the Clinical Manager of the Outpatient Department for Natchez Regional Medical Center; and

     WHEREAS, using her experience in the field to educate her students, Dr. Hoover joined the nursing faculty at Alcorn State University School of Nursing in 1993, and her remarkable skill as an educator quickly captured the attention of those around her, as she was named Who's Who Among American Teachers in 1996, 1997, 1998 and 2000 and MNA Nurse Educator of the Year Category I in 1999; and

     WHEREAS, Dr. Hoover was an instrumental early director at the Mississippi Office of Nursing Workforce, and even after she joined the University of Mississippi Medical Center (UMMC) School of Nursing as an associate dean in 2003, she continued to serve the Nursing Workforce Program as a research consultant, a testament to her extraordinary ability to balance multiple responsibilities while remaining singularly focused; and

     WHEREAS, Dr. Hoover held many positions at the UMMC School of Nursing and ultimately served as dean and a tenured professor of nursing until she retired with the prestigious title of Professor Emeritus in 2019; and

     WHEREAS, after retiring as a professor and dean, Dr. Hoover transitioned into leadership roles with the Mississippi Hospital Association (MHA) Foundation, where she currently serves as President and Chief Executive Officer; and

     WHEREAS, Dr. Hoover was recently named as the inaugural Senior Nurse Fellow for Mississippi State University School of Nursing at MSU-Meridian, and in her new role, she is helping to identify and develop innovative solutions to persistent nursing workforce challenges; and

     WHEREAS, with her wealth of professional knowledge and experience, including as AACN Leadership for Academic Nursing Fellow and Robert Wood Johnson Executive Nurse Fellow, Dr. Hoover has a unique ability to represent a range of stakeholder viewpoints and bring together a broad network of health care leaders, bolstering the university's efforts to improve the state's nursing workforce; and

     WHEREAS, Dr. Hoover's incredible achievements have been recognized with numerous honors and awards, including the Phil Hardin Award for Distinguished Service to Mississippi, Certificate of Achievement for Outstanding Preceptor, Leadership Appreciation Certificate from Robert Wood Johnson Foundation Colleagues in Caring, Leadership Appreciation Certificate from Robert Wood Johnson Foundation Colleagues in Caring, Mississippi Institutions of Higher Learning Higher Education Appreciation Day Working for Academic Excellence Award, Jan Magee Evers Faculty Fellowship Award, Nightingale Nursing School Administrator of the Year Award, Mississippi Organization of Nurse Executives Nurse Leader of the Year, American College of Healthcare Executives Recognition Program Service Award, and UMMC School of Graduate Studies Distinguished Alumna Award; and

     WHEREAS, steadfast in her commitment to service, Dr. Hoover has served on many committees and boards and has been a dedicated member of various organizations, most recently including the Mississippi College School of Nursing Advisory Council, Mississippi Trauma Care System Foundation Board Vice President, and MHA Solutions Board of Managers, Board of Directors and Board of Governors; and

     WHEREAS, Dr. Hoover currently serves as a member of the American College of Healthcare Executives, Mississippi Organization of Nurse Executives, American Organization of Nurse Executives, Mississippi Nurses Association, American Nurses Association, NurseTRUST, Telehealth Taskforce, Sigma Theta Tau International Honor Society, Honor Society of Phi Kappa Phi and as MHA Health, Research, and Educational Foundation Board President; and

     WHEREAS, it is the policy of this Legislature to recognize and commend outstanding Mississippians, especially those such as Dr. Kim Welch Hoover, whose unwavering dedication to excellence throughout her career continues to bring honor and pride to her community and the entire State of Mississippi:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, THE SENATE CONCURRING THEREIN, That we do hereby commend Dr. Kim Welch Hoover for her many years of dedicated service as a health care professional, and extend sincere wishes for continued success as she serves in her new role as the inaugural Senior Nurse Fellow for Mississippi State University School of Nursing.

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Dr. Kim Welch Hoover and to the members of the Capitol Press Corps.
