A CONCURRENT RESOLUTION COMMENDING TALBOT JOHN BROOKS ON HIS MERITED AND DEDICATED SERVICE TO PEOPLE IN HAITI AND CHILE AFTER THE EARTHQUAKES AND TO DELTA STATE UNIVERSITY.
WHEREAS, Mr. Talbot John Brooks, the Director of the Center for Interdisciplinary Geospatial Information Technologies at Delta State University, gave his considerable time to lend a hand to others in need in the countries of Haiti and Chile after the devastating earthquakes, and with immense appreciation we recognize his dedication and devotion to others all over the world; and
WHEREAS, as a Geographical Information Systems (GIS) provider, Mr. Brooks volunteers his knowledge for mapping support during adverse weather, after-disaster assistance and search and rescue operations; and
WHEREAS, feeling the call to duty, Mr. Brooks has served in emergency response GIS service roles in several far away locations, including: the Chile earthquake in February and March 2010; the Haiti earthquake in January 2010; and the American Samoa tsunami recovery in October 2009; and
WHEREAS, an esteemed resident of Mississippi, Mr. Brooks has served the Magnolia State in several roles: volunteering at the Mississippi State Emergency Operations Center in Jackson, Mississippi, during Hurricane Gustav in 2008, providing GIS mapping support for Hurricane Ike and Tropical Storm Faye during the 2008 hurricane season and volunteering at the Bolivar County Emergency Operations Center at Cleveland, Mississippi, in 2007-2008; and
WHEREAS, during his emergency services for ground units during Hurricane Gustav and Hurricane Ike, Mr. Brooks did not allow a pulmonary embolism and his treatment in the Cardiac Intensive Care Unit of St. Dominic's Hospital in Jackson to interfere with his support of coordinated resources; and
WHEREAS, through the use of his capable graduate students at Delta State University, Mr. Brooks provided mapping assistance to rescuers while in the care of his physicians; and
WHEREAS, representing the best of America's citizens, Mr. Brooks has given more than 20 years of dedicated service to the GIS community; and
WHEREAS, in 2009 and 2010, Mr. Brooks provided support to the United States Secret Service with GIS imaging for safe routes for the Inauguration of President Obama, in 2008 provided satellite imaging interpretation for the Republican National Convention, and in 2000 provided mapping and safe routes from GIS knowledge for the Secret Service during the Bush-Kerry Debate; and
WHEREAS, Mr. Brooks travels both nationally and internationally as a speaker and trainer for fire fighters and rescue teams on GIS rescue methods; and
WHEREAS, Mr. Brooks' approach to the practice of GIS is to provide knowledge and judgment while giving guidance to those on the ground as quickly as possible; and
WHEREAS, Mr. Brooks credits his accomplishments to his family, including his loving wife of 10 years, Darlene Brooks, and his son, Jessie Brooks, and to Delta State University; and
WHEREAS, born in Stanford, Connecticut, to his loving parents, Benjamin Talbot Brooks and Virginia Landon Brooks, Mr. Brooks obtained his bachelor of science degree in 1993 from Rochester Institute of Technology in Rochester, New York, and a master's degree in 1998 from Arizona State University in Tempe, Arizona; and
WHEREAS, a volunteer fire fighter for Bolivar County and the City of Cleveland, Mississippi, Mr. Brooks also serves as Assistant County Chief, District One, having been a member since 2005, and he began serving as a volunteer fire fighter at the young age of 16; and
WHEREAS, the success of the State of Mississippi, the strength of our communities, and the overall vitality of the world's society depend, in great measure, upon the dedication of people like Mr. Brooks, who use their considerable talents and resources to serve others in need; and
WHEREAS, it is the policy of this Legislature to recognize and commend individuals such as Mr. Brooks who has brought honor to his profession, his community and to the State of Mississippi:
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, THE SENATE CONCURRING THEREIN, That we do hereby commend Talbot John Brooks on his merited and dedicated service to people in Haiti and Chile after the devastating earthquakes and to Delta State University, and extend best wishes for continued success in all of his future endeavors.
BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Talbot John Brooks, Delta State University and to the members of the Capitol Press Corps.
