AN ACT TO REQUIRE PUBLICLY FUNDED POSTSECONDARY EDUCATIONAL INSTITUTIONS TO ANNUALLY PROVIDE STUDENTS CERTAIN INFORMATION UPON A STUDENT'S DECLARATION OF A MAJOR; TO PROVIDE THAT INFORMATION SHALL CONSIST OF THE PROJECTED DURATION OF THE DEGREE PROGRAM, ASSOCIATED COSTS, AVERAGE SALARY OF INDIVIDUALS WITH DEGREES IN THE AREA OF MAJOR EMPHASIS AND NUMBER OF PROSPECTIVE JOBS AVAILABLE IN THE DEGREE AREA; TO REQUIRE THE BOARD OF TRUSTEES OF STATE INSTITUTIONS OF HIGHER LEARNING AND THE MISSISSIPPI COMMUNITY COLLEGE BOARD TO PROVIDE ASSISTANCE TO THE POSTSECONDARY EDUCATIONAL INSTITUTIONS UNDER THEIR RESPECTIVE JURISDICTION IN ORDER TO CARRY OUT THE PROVISIONS OF THIS ACT; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  In addition to the information required to be disclosed to students by postsecondary institutions under provisions of the 2008 Higher Education Opportunity Act, each publicly funded postsecondary educational institution shall, upon a student's declaration of a major, annually provide students the following information:

          (a)  The projected duration of time to complete the program for the conferring of the appropriate associate or baccalaureate degree, inclusive of:

              (i)  The total number of credit hours required for course work in the area of major emphasis;

              (ii)  The total number of all credit hours required for degree eligibility;

              (iii)  The projected number of academic semesters; and

              (iv)  The total number of academic years;

          (b)  The full cost of attendance, including:

              (i)  The average financial aid awarded per person,               (ii)  Tuition and fees;

              (iii)  The average amount for room and board, in the event the student resides on campus; and

              (iv)  The average amount for books, supplies and other major-associated fees;

          (c)  The objectives and tentative course content for declared majors;

          (d)  The average salary of individuals who have entered into professions supported by the degree in the area of major emphasis; and

          (e)  The number of state, regional and national job prospectives available to individuals with credentials or a degree in the area of major emphasis.

     (2)  The Board of Trustees of State Institutions of Higher Learning and the Mississippi Community College Board shall provide assistance to the postsecondary educational institutions under their respective jurisdiction to ensure that each such institution is providing the information to students in a timely fashion.  The boards may further require the postsecondary educational institutions to provide the required information in an aggregated and disaggregated format across subclasses.

     SECTION 2.  This act shall take effect and be in force from and after July 1, 2022.
