AN ACT TO REQUIRE THE DEPARTMENT OF FINANCE AND ADMINISTRATION TO UTILIZE A COMPETITIVE REQUEST FOR PROPOSALS PROCESS TO SELECT A STATE DESIGNATED DENTAL INSURANCE PLAN; TO REQUIRE EACH STATE AGENCY OR COMMISSION, SCHOOL DISTRICT, COMMUNITY/JUNIOR COLLEGE DISTRICT AND PUBLIC LIBRARY TO MAKE AVAILABLE TO ALL OF ITS EMPLOYEES THE STATE DESIGNATED DENTAL INSURANCE PLAN ON AND AFTER OCTOBER 1, 2016, IN ADDITION TO ANY OTHER DENTAL INSURANCE PLAN THE EMPLOYER MAY CHOOSE TO MAKE AVAILABLE TO ITS EMPLOYEES; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  (1)  Not later than August 1, 2016, the Department of Finance and Administration shall utilize a competitive Request for Proposals process to select a State Designated Dental Insurance Plan.  On and after October 1, 2016, each state agency or commission, school district, community/junior college district and public library must make available to all of its employees a State Designated Dental Insurance Plan approved by the Department of Finance and Administration, in addition to any other dental insurance plan the state agency or commission, school district, community/junior college district or public library may choose to make available to its employees.  In order for any dental insurance company group plan to be selected by the Department of Finance and Administration as the State Designated Dental Insurance Plan, the insurance company offering the group dental insurance plan must be rated "A-" or better by A.M. Best state insurance rating service and be licensed as an admitted carrier in the State of Mississippi by the Mississippi Department of Insurance.

     (2)  This section shall stand repealed from and after July 1, 2018.

     SECTION 2.  This act shall take effect and be in force from and after its passage.
