AN ACT MAKING AN APPROPRIATION TO THE DEPARTMENT OF ARCHIVES AND HISTORY FOR THE PURPOSE OF PROVIDING FUNDS TO THE MISSISSIPPI HERITAGE TRUST TO RESEARCH, DEVELOP AND IMPLEMENT A COMPREHENSIVE MISSISSIPPI HISTORIC PRESERVATION TOOLKIT AND DEVELOP A MODEL THAT WILL PROVIDE FOR COLLABORATIVE FOR-PROFIT, NONPROFIT AND GOVERNMENTAL INCENTIVES FOR HISTORIC PRESERVATION DEVELOPMENT FOR THE FISCAL YEAR 2017.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  The following sum, or so much of it as may be necessary, is appropriated out of any money in the State General Fund not otherwise appropriated, to the Department of Archives and History for the purpose of providing funds to the Mississippi Heritage Trust to (a) research, develop and implement a comprehensive Mississippi Historic Preservation Toolkit to guide efforts to save and renew places that are meaningful to Mississippians and their history, (b) develop a model that will provide for collaborative for-profit, nonprofit and governmental incentives for historic preservation development, and (c) operate or assist one or more pilot projects to demonstrate how the new model can be incorporated into development plans, for the fiscal year beginning July 1, 2016, and ending June 30, 2017

     SECTION 2.  The appropriation of funds to the Department of Archives and History under Section 1 of this act shall be subject to the following conditions:

          (a)  The Mississippi Heritage Trust must submit a detailed proposal to the department on how it plans to expend the money before the department may provide the money to the trust;

          (b)  The expenditure of the funds by the Mississippi Heritage Trust shall be subject to review by the State Auditor; and

          (c)  After the Mississippi Heritage Trust has expended the funds, the trust must provide a detailed report to the department on how the funds were expended.

     SECTION 3.  The money appropriated by this act shall be paid by the State Treasurer out of any money in the State General Fund not otherwise appropriated, upon warrants issued by the State Fiscal Officer; and the State Fiscal Officer shall issue his warrants upon requisitions signed by the proper person, officer or officers in the manner provided by law.

     SECTION 4.  This act shall take effect and be in force from and after July 1, 2016.
