AN ACT TO AUTHORIZE THE BOARD OF SUPERVISORS OF JACKSON COUNTY, MISSISSIPPI, TO ALLOW THE PAYMENT OF VARIOUS TAXES, FEES AND OTHER ACCOUNTS RECEIVABLE THAT ARE OWED TO THE COUNTY BY CREDIT CARDS, DEBIT CARDS AND OTHER FORMS OF ELECTRONIC PAYMENT;  TO AUTHORIZE THE BOARD OF SUPERVISORS TO ENTER INTO CERTAIN CONTRACTS FOR THE PROCESSING AND ACCEPTANCE OF THE ELECTRONIC FORMS OF PAYMENT; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  (1)  The Board of Supervisors of Jackson County, Mississippi, in its discretion, may allow the payment of various taxes, fees and other accounts receivable to the county, and the payment for retail merchandise sold by the county, by credit cards, charge cards, debit cards and other forms of electronic payment, notwithstanding any provision or rule of law to the contrary.  For purposes of this section, the term "accounts receivable" includes, but is not limited to, judgments, fines, costs and penalties imposed upon conviction for criminal and traffic offenses.  Jackson County may bear the full cost of processing such electronic payments.

     (2)  The board of supervisors of the county may enter into contracts for the processing and acceptance of such credit cards, charge cards, debit cards and other forms of electronic payment, to include contracts for the necessary services and equipment associated therewith, upon such terms as the parties shall agree, notwithstanding any provision or rule of law to the contrary.

     SECTION 2.  This act shall take effect and be in force from and after its passage.
