House Bill 1142

AN ACT TO CREATE THE STATE EMPLOYEE CAPITOL COMPLEX CLINIC STUDY COMMITTEE FOR THE PURPOSE OF RESEARCHING THE COST SAVINGS AND AUXILIARY BENEFITS TO THE STATE AND SCHOOL EMPLOYEES HEALTH INSURANCE PLAN; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  (1)  There is created a study committee to be known as the State Employee Capitol Complex Clinic Study Committee.  The purpose of the study committee is to research the cost savings and auxiliary benefits to the State and School Employees Health Insurance Plan by implementing an on-site capitated fee primary care facility within the Capitol Complex and other areas of geographic feasibility.

     (2)  The study committee created under subsection (1) of this section shall be a seven-member committee comprised of the following members:

          (a)  One (1) member appointed by the Governor of Mississippi;

          (b)  One (1) member appointed by the Speaker of the House of Representatives of the State of Mississippi;

          (c)  One (1) member appointed by the Lieutenant Governor of the State of Mississippi;

          (d)  One (1) member appointed by the Chairman of the House Insurance Committee;

          (e)  One (1) member appointed by the Chairman of the Senate Insurance Committee;

          (f)  One (1) member appointed by the Chairman of the House Public Health and Human Services Committee; and

          (g)  One (1) member appointed by the Chairman of the Senate Public Health and Welfare Committee.

     (3)  The first meeting of the study committee created under subsection (1) of this section shall be called by the Governor and a report of the findings and recommendations of the study committee shall be provided to the Legislature not later than November 1, 2017.

     SECTION 2.  This act shall take effect and be in force from and after its passage.
