An Act To Authorize Certain Municipalities To Create Special Local Improvement Assessment Districts If 60% Of The Property Owners In The Proposed District Petition The City For The Formation Of The District; To Authorize The Levy Of A Special Assessment Of Up To Six Mills On Taxable Real Property Located In Such Districts; To Authorize Nonprofit Associations Or Foundations Duly Incorporated Under The Laws Of The State Of Mississippi Representing The Interests Of The Neighborhoods Within The Boundaries Of A Proposed Special Local Improvement Assessment District To Initiate The Procedure To Establish Such A District And To Utilize The Revenue From The Levy For Certain Purposes; To Provide For The Duties And Powers Of Municipalities And Homeowners' Associations In Such Districts; To Require The Dissolution Of Such Assessment Districts Under Certain Circumstances; To Specify The Use For The Proceeds Of The Special Assessment; To Authorize Municipalities To Issue Bonds To Pay For Improvements In Districts That Are Not Managed By A Homeowners' Association; To Provide That The Debt Service On Bonds Issued Under This Act Shall Be Paid From The Revenue Of The Special Assessment; To Amend Section 21-33-303, Mississippi Code Of 1972, In Conformity Thereto; And For Related Purposes.
