An Act Relating To Schools At-risk Of Failing; To Amend Section 37-3-46, Mississippi Code Of 1972, To Authorize The State Department Of Education To Provide Technical Assistance To Individual Schools And School Districts; To Amend Section 37-17-6, Mississippi Code Of 1972, To Provide That The State Department Of Education May Take Certain Corrective Action In School Districts Where An Emergency Has Been Declared Due To A School Having At-risk Status For Two Consecutive Years Or When The Majority Of Schools In The District Has Been Under At-risk Status For Any One Year, And To Provide That The Deputy Superintendent Of The Mississippi Recovery School District Is Appointed By The State Superintendent Of Education Subject To The Approval Of The State Board Of Education; To Amend Section 37-18-3, Mississippi Code Of 1972, To Revise The Definition Of A School At-risk, And To Prescribe The Membership And Responsibilities Of The School Evaluation Teams Assigned By The State Department Of Education; To Amend Section 37-18-5, Mississippi Code Of 1972, To Delete The Specific Membership Of Local Parent-citizen Advisory Committees Required In School Improvement Action Plans And To Require A District With A School At-risk To Establish A Community-based Education Council For Accountability; To Amend Section 37-18-7, Mississippi Code Of 1972, To Revise The Sanctions To Be Imposed By The Conservator In Schools Under At-risk Status, To Revise The Specific Sanctions Against Teachers, Principals, School District Administrative Office Personnel, And Superintendents Based Upon The Length Of Time The School Has Been Under At-risk Status, To Delete The Authority Of The State Board Of Education To Request The Removal Or A Referendum To Remove The Members Of The School Board Of A School District Which Has Been Under At-risk Status For Three Years; And For Related Purposes.
