Summary

An Act To Authorize School Districts To Enter Into Capital Leases Of Real Or Personal Property For Use As School Buildings Or School Facilities; To Authorize "build-to-suit" Capital Leases Providing For The Construction Of New School Facilities Or The Renovation Of Existing School Facilities By A Private Developer With Certain Guaranties To The School District Related To The Facility That Is The Subject Of The Capital Lease; To Provide Certain Requirements Regarding Such Construction Services; To Authorize The Transfer Of Real Estate By The School District For Such Capital Leases; To Require A Letter Of Credit For Such Capital Leases; To Amend Section 37-7-355, Mississippi Code Of 1972, In Conformity; To Amend Section 31-7-13, Mississippi Code Of 1972, To Exempt School Facility Capital Leases From The Public Bid Law Requirements; And For Related Purposes.
