An Act To Amend Sections 29-3-63 And 29-3-65, Mississippi Code Of 1972, To Revise The Manner By Which Rental Rates On Leases Of Sixteenth Section Lands Classified For Agricultural Use Are Calculated; To Provide That Leases Shall Be For The Fair Market Rental Of The Land Based On Comparable Rental Rates On Properties In The Area In Which The Land Is Located As Determined By An Appraiser Appointed By The Board To Appraise Such Lands; To Amend Section 29-3-81, Mississippi Code Of 1972, To Authorize The Local School Board To Revise The Manner By Which Rental Rates On Leases Of Sixteenth Section Lands Classified For Agricultural Use Are Calculated If The Existing Leaseholder Chooses Not To Release Such Property; To Provide That If The Board Reclassifies The Land From Agricultural Purposes To Forestry Purposes At The Recommendation Of The Forestry Commission, The Projected Income For Forestry Practices And Products Earmarked For Use By The School Board Must Calculate The Time Value Of Money At The Rate Of Interest Agreed Upon By The Board, The Commission And The Individual Or Entity Leasing The Lands For The Contracted Lease Term; And For Related Purposes.
