Summary

An Act To Amend Section 31-7-13, Mississippi Code Of 1972, To Revise The Public Purchasing And Bid Law Requirement To Authorize The Prequalification Of Contractors On High Complexity Construction Projects; To Define "high Complexity Construction Project" To Mean Medical, Clinical, Research, Laboratory, Archival, Data Center And Similar Projects At Which The Criticality Of Installed Systems Or Components Necessitate The Use Of Highly Skilled And Experienced Contractors; To Provide That This Procedure Of Construction Contracting May Be Used Only When The Department Of Finance And Administration Determines That The Prequalification Method For A Particular Project Satisfies The Public Need Better Than The Traditional Design-bid-build Method; To Require The Prequalification To Be Determined Not Less Than 15 Working Days Before The First Publication Notice Of The Bid Opening; To Establish The Prequalification Bid Criteria; And For Related Purposes.
