An Act To Reenact Sections 41-3-1.1 Through 41-3-19, Mississippi Code Of 1972, Which Create The Reconstituted State Board Of Health, Establish The Position Of Executive Officer Of The State Department Of Health And Establish The State Department Of Health And Prescribe Its Powers And Duties; To Amend Section 41-3-20, Mississippi Code Of 1972, To Extend The Repealer On The Reconstituted State Board Of Health, The Executive Officer Of The State Department Of Health And The State Department Of Health To June 30, 2013; To Amend Section 41-3-15, Mississippi Code Of 1972, To Direct The State Department Of Health To Issue A License To The Alexander Milne Home For Women, Inc., For Icfmr Beds In Laurel, Mississippi, Under Certain Conditions, To Authorize The State Department Of Health To Assess An Additional Fee For Certificate Of Need Review, To Authorize The State Department Of Health To Issue A License For The Transfer Of The Territory Of Home Health Agencies, To Authorize The State Department Of Health To Charge A Fee For Extending The Duration Of Existing Certificates Of Need, To Authorize The State Department Of Health To Revoke Certain Nursing Home Licenses, To Authorize The State Department Of Health To Detain Certain Individuals For Disease Control Purposes; To Amend Section 41-23-5, Mississippi Code Of 1972, In Conformity; To Amend Section 41-3-101, Mississippi Code Of 1972, To Authorize The State Department Of Health To Contract With Any Party To Provide Free Medical Services On A State Or Local Department Level On A Pilot Program Basis; To Provide That The State Department Of Health Shall Establish The Wisewoman Pilot Program And The Wiseman Pilot Program, The Purposes And Goals Of Which Are To Reduce The Incidences Of Certain Chronic Diseases Among Mississippians Through Education, Prevention And Early Screening And Detection; To Authorize The Department, In Implementing Those Programs, To Contract With Public Or Private Clinics Or Agencies That Have Demonstrated Success In Reducing Incidences Of Those Chronic Diseases Through Education, Prevention And Early Screening And Detection; To Name The "dr. Alton B. Cobb - Mary D. Osborne State Public Health Building"; To Amend Section 41-7-173, Mississippi Code Of 1972, To Revise The Minimum Capital Expenditures Requiring A Health Care Certificate Of Need; To Require The State Board Of Health To Develop Certain Reports To The Legislature; And For Related Purposes.
