An Act To Create A New Section To Be Codified As Section 49-17-91, Mississippi Code Of 1972, To Require The Mississippi Commission On Environmental Quality, Acting Through The Mississippi Department Of Environmental Quality, To Administer The Local Governments And Rural Water Systems Improvements Loan Program; To Provide The Commission With Certain Powers Regarding The Loan Program; To Create A New Section To Be Codified As Section 49-17-93, Mississippi Code Of 1972, To Establish A Local Governments And Rural Water Systems Improvements Revolving Loan Program For The Purpose Of Assisting Counties, Municipalities And Certain Other Water Organizations In Making Water Systems Improvements, Including Construction Of New Water Systems Or Expansion Or Repair Of Existing Water Systems; To Create The Local Governments And Rural Water Systems Improvements Board; To Provide For The Membership Of The Board; To Create Special Funds In The State Treasury Designated As The "local Governments And Rural Water Systems Improvements Revolving Loan Fund" And The "local Governments And Rural Water Systems Emergency Loan Fund"; To Prescribe The Manner In Which Funds Under This Act May Be Made Available And Expended By Counties, Municipalities And Certain Other Water Organizations; To Prescribe The Powers And Duties Of The Board Under The Provisions Of This Act; To Amend Section 41-3-15, Mississippi Code Of 1972, To Delete The Requirement For The State Department Of Health To Administer The Local Governments And Rural Water Systems Improvements Loan Program; To Repeal Section 41-3-16, Mississippi Code Of 1972, Which Establishes A Local Governments And Rural Water Systems Improvements Revolving Loan And Grant Program Under The State Department Of Health; To Amend Sections 49-17-81 And 49-17-83, Mississippi Code Of 1972, To Conform To The Provisions Of This Act; And For Related Purposes.
