Summary

An Act To Create The Mississippi Educational Talent Recruitment Act; To Provide For A Rebate Program In Which An Individual Who Is A Recent Graduate Of A College Or University In Mississippi Or Outside Mississippi, And Is A Resident Of This State Employed In A Qualifying Job In This State May Participate And Receive A Rebate In An Amount Equal To All Or A Portion Of The Amount Of The Individual's State Income Tax Liability For A Five-year Period In Which The Individual Participates In The Program; To Define Certain Terms Used In This Act; To Amend Section 27-7-15, Mississippi Code Of 1972, To Exclude Rebates Received Under This Act From The Definition Of The Term "gross Income" For Purposes Of The State Income Tax Law; To Establish A Program To Provide Funds To Assist Mississippi Businesses In Paying Costs Associated With Using Employment Recruiting Services For The Purpose Of Recruiting And Employing College Or University Graduates Living And Employed Outside The State Of Mississippi; To Provide That The Mississippi Development Authority Shall Administer The Program; To Authorize The Issuance Of State General Obligations Bonds To Provide Funds For The Program; To Authorize An Income Tax Credit For Taxpayers Who Are Residents Of Mississippi And Teleworker Employees Of Employers Located Outside Mississippi, For Costs Incurred For Broadband Or Other Communications Services Necessary To Telework As An Employee Of The Employer; To Provide For The Amount Of The Tax Credit; To Amend Section 27-7-18, Mississippi Code Of 1972, To Provide A Deduction From Gross Income For Taxpayers Who Are Residents Of Mississippi And Teleworker Employees Of Employers Located Outside Mississippi, For Costs Incurred For Broadband Or Other Communications Services Necessary To Telework As An Employee Of The Employer; To Establish A Home Grant Program For College Or University Graduates Who Purchase A House And Reside In Mississippi; To Provide That The Mississippi Development Authority Shall Administer The Grant Program; To Authorize The Issuance Of State General Obligations Bonds To Provide Funds For The Grant Program; To Authorize The Issuance Of State General Obligation Bonds To Provide Funds To The Community Foundation Of Northwest Mississippi To Assist The Delta Directions Consortium In Paying Costs Associated With The Consortium's Programs And Work With Universities, Foundations And Public And Private Entities To Develop And Improve Health Care Services, Social And Family Services, Educational Services And Opportunities And Economic Development In The Mississippi Delta Region; To Amend Section 37-159-11, Mississippi Code Of 1972, To Remove Requirement That The State Department Of Education Administer The Mississippi Employer Assisted Housing Teacher Program In Conjunction With The Federal National Mortgage Association; To Extend The Date Of The Repealer On This Section; To Authorize The Director Or Head Of Any State Agency To Employ A Total Of Not More Than Five Employees For Which The Agency Shall Be Exempt From Certain Provisions Of Section 25-9-101, Mississippi Code Of 1972, And State Personnel Board Rules, Regulations And Procedures During The Period Of Employment, And To Provide That Such Employees Shall Be Classified As Nonstate Service During That Period; To Amend Section 25-11-109, Mississippi Code Of 1972, To Authorize Vested Members Of The Public Employees' Retirement System To Receive Creditable Service For Service Rendered As An Employee Of Any Public Or Private Employer In This State That Does Not Participate In The Retirement System; To Provide That In Order To Be Able To Receive That Service, The Member Cannot Be Receiving A Retirement Allowance That Includes That Service From Any Public Or Private Retirement System Or Plan Sponsored By The Employer, And The Member Must Pay To The Retirement System Before The Date Of Retirement The Actuarial Cost As Determined By The Actuary For Each Year, Or Portion Thereof, Of Creditable Service; And For Related Purposes.
