An Act To Enact The Compact For A Balanced Budget; To Provide A Procedure For Organizing A Convention To Amend The United States Constitution To Require That The Federal Government Have A Balanced Budget; To Provide Certain Definitions; To Provide That The Total Outlays Of The United States Government Shall Not Exceed Its Total Receipts; To Create Certain Procedures Whereby Congress May Increase Authorized Debt; To Specify When A Member State's Withdrawal Affects The Validity Of The Compact; To Establish The Compact Commission; To Provide Certain Duties Of The Compact Commission; To Provide Certain Duties Of The Compact Administrator; To Provide That The Legislature Of Each Member State Shall Call For A Convention Proposing The Balanced Budget Amendment When Three-fourths Of The States Are Members; To Provide For Delegate Appointment, Limitations And Instructions; To Provide For Convention Rules; To Prohibit Any Conduct Which Is In Violation Of The Convention Rules, Delegate Instructions Or Delegate Authority; To Provide For The Adoption Of The Balanced Budget Amendment When Congress Effectively Refers It To The States For Ratification; To Specify The Date Of The Convention; And For Related Purposes.
