Summary

An Act To Create The "mississippi Efficient And Renewable Energy Development Act"; To Provide Certain Definitions; To Provide That The Public Service Commission, After Opportunity For Public Comment, Shall Establish Appropriate Rates, Terms And Conditions For Net-metering Contracts; To Require The Commission To Credit A Net-metering Customer With Any Accumulated Net Excess Generation; To Require Any Net Excess Generation Credit Remaining In A Net-metering Customer's Account To First Be Credited To The Customer's Next Bill At Retail Rate, Then Be Purchased By The Utility At The Avoided Cost Rate At The End Of An Annualized Period; To Provide That Any Renewable Energy Credit Created As The Result Of Electricity Supplied By A Net-metering Customer Is The Property Of Such Customer That Generated The Credit; And For Related Purposes.
