     AMEND on line 9 by striking the language "is hereby granted full and complete" and inserting in lieu thereof the following:

     ", with the approval of the Executive Director of the Department of Marine Resources, shall have".

     AMEND further by inserting the following language after the word "commission" on line 18:

     ", with the approval of the Executive Director of the Department of Marine Resources,".

     AMEND title to conform.
