JOINT RESOLUTION

Submitting to the qualified voters of Missouri an amendment repealing section 23 of article III of the Constitution of Missouri, and adopting one new section in lieu thereof relating to the general assembly.




Be it resolved by the House of Representatives, the Senate concurring therein:


            That at the next general election to be held in the state of Missouri, on Tuesday next following the first Monday in November, 2012, or at a special election to be called by the governor for that purpose, there is hereby submitted to the qualified voters of this state, for adoption or rejection, the following amendment to article III of the Constitution of the state of Missouri:

            Section A. Section 23, article III, Constitution of Missouri, is repealed and one new section adopted in lieu thereof, to be known as section 23, to read as follows:

            Section 23. 1. No bill shall contain more than one subject which shall be clearly expressed in its title, except bills enacted under the third exception in section 37 of this article and general appropriation bills, which may embrace the various subjects and accounts for which moneys are appropriated.

            2. No bill shall be introduced in either house unless accompanied by a memorandum from the sponsor containing the following information: the title of the bill; the central purpose or issue to be resolved; a concise summary of all statutory sections; the constitutional authority for the proposed action; and the projected fiscal impact of the bill's provisions.
