            WHEREAS, beginning in 1995, the Missouri MO HealthNet program, formerly known as the state Medicaid program, has required MO HealthNet enrollees residing in the eastern, central, and western regions of the State of Missouri to access health care services solely through a managed care organization; and


            WHEREAS, the policy of the State of Missouri with respect to this MO HealthNet managed care program always has been to encourage participation by managed care organizations by contracting with as many such organizations as were willing and able to provide the required services on the terms and conditions set by the state; and


            WHEREAS, this policy has served to encourage competition among such managed care organizations for MO HealthNet enrollees, to the benefit of such enrollees and the state; and


            WHEREAS, any change in this policy to impose an arbitrary limitation on the number of managed care organizations allowed to participate in Missouri's MO HealthNet managed care program will result in reduced choices for the MO HealthNet enrollees, reduced competition among managed care organizations for these enrollees, and reduced options for health care providers which must contract with one or more of the managed care providers or forego treatment of MO HealthNet enrollees in these regions:

 

            NOW, THEREFORE, BE IT RESOLVED that the members of the House of Representatives of the Ninety-sixth General Assembly, Second Regular Session, the Senate concurring therein, hereby strongly urge the MO HealthNet Division within the Department of Social Services to continue the state's policy of encouraging competition and maximizing MO HealthNet enrollees' choices by allowing all managed care organizations which are willing and able to provide the required services to participate in Missouri's MO HealthNet managed care program; and


            BE IT FURTHER RESOLVED that the Commissioner of Administration, on behalf of the State of Missouri, award contracts to each and every managed care provider which submitted timely and responsive proposals pursuant to Requests for Proposals No. B3Z12055 and which has demonstrated the ability to provide the required services; and


            BE IT FURTHER RESOLVED that the Chief Clerk of the Missouri House of Representatives be instructed to prepare properly inscribed copies of this resolution for Douglas E. Nelson, the Acting Commissioner of Administration, and Brian Kinkade, Interim Director of the Department of Social Services.
