INTRODUCED BY REPRESENTATIVES SHUMAKE (Sponsor), HANSEN, HOUGHTON, WALKER, REDMON AND REMOLE (Co-sponsors).

            WHEREAS, a natural disaster including a tornado and violent storm occurred in and around Hannibal, Missouri on May 20, 2013; and

 

            WHEREAS, the storm event caused extensive damage throughout the city including fallen trees, downed power lines, and gas leaks; and


            WHEREAS, immediately after the storm event approximately ninety percent of the Hannibal Board of Public Works customers were without power; and


            WHEREAS, the Hannibal Board of Public Works estimates that its costs associated with the storm event are over $900,000, which includes labor costs from crews working around the clock for over two weeks; materials such as utility poles, transformers, and power lines; contracted tree trimming costs; and outside labor costs from neighboring cities who sent linemen to assist with cleanup efforts; and


            WHEREAS, the Hannibal Board of Public Works did not receive any insurance reimbursement for any of these costs; and


            WHEREAS, the city of Hannibal also has cleanup costs that it has not been able to recover including $238,000 for tree removal; and


            WHEREAS, President Barack Obama declared a federal disaster for the period of May 29, 2013 to June 20, 2013, making federal disaster aid available to Missouri to supplement state and local recovery efforts; and


            WHEREAS, the storm event on May 20, 2013, is not included in the time period declared for the federal disaster and thus federal aid has not been made available:


            NOW, THEREFORE, BE IT RESOLVED that the members of the House of Representatives of the Ninety-seventh General Assembly, Second Regular Session, the Senate concurring therein, hereby urge the Federal Emergency Management Agency to include the storm event that occurred on May 20, 2013 in Hannibal, Missouri in the federal disaster time period that was declared so that the city may be reimbursed for expenses related to such storm event; and


            BE IT FURTHER RESOLVED that the Chief Clerk of the Missouri House of Representatives be instructed to prepare a properly inscribed copy of this resolution for the Administrator of the Federal Emergency Management Agency and the Governor.
