AN ACT

To repeal section 11.020, RSMo, and to enact in lieu thereof one new section relating to the Missouri manual.




Be it enacted by the General Assembly of the state of Missouri, as follows:


            Section A. Section 11.020, RSMo, is repealed and one new section enacted in lieu thereof, to be known as section 11.020, to read as follows: 

            11.020. The secretary of state shall biennially, as soon as practicable after the organization of each general assembly, prepare and publish forty thousand copies of the Missouri manual, to contain historical, official, political, statistical and other information in regard to the national and state governments, such as is found in the manuals of 1907 and 1908. Such copies prepared for distribution shall be made available only in electronic format on compact discs. The manuals shall be distributed by the secretary of state, to the members of the general assembly, the state, judicial and county officers, each high school and each elementary school within the state and to the [newspapers] media organizations of the state and the surplus [volumes] copies shall be distributed throughout the state upon proper applications made therefor. Each member of the senate shall receive two hundred [volumes] copies and each member of the house of representatives shall receive one hundred [volumes] copies of the manual.

            2. The secretary of state shall devise and implement a system that allows for the printing of the Missouri manual. Printed materials shall only be printed and distributed upon request from individuals or organizations. Entities requesting a printed version of the Missouri manual shall incur fees necessary to pay for all costs related to printing and shipping of the requested manuals.
