AN ACT

To amend chapter 595, RSMo, by adding thereto one new section relating to a task force on alternative confinement for victims of human sex trafficking.




Be it enacted by the General Assembly of the state of Missouri, as follows:


            Section A. Chapter 595, RSMo, is amended by adding thereto one new section, to be known as section 595.115, to read as follows:

            595.115. 1. There is hereby created within the department of public safety a "Task Force on Alternative Confinement for Victims of Human Sex Trafficking". The primary duty of the task force is to develop a statewide plan for alternative confinement programs for persons under the age of eighteen that are arrested for prostitution and who would be considered under federal law to be victims of human sex trafficking. The plan shall include, but not be limited to, the following:

            (1) Establishment of safe houses;

            (2) Funding for safe houses;

            (3) Alcohol and drug rehabilitation;

            (4) Job training;

            (5) Job placement; and

            (6) Public-private partnerships.

            2. The task force created in this section shall be comprised of the following members or their designees:

            (1) The director of the department of public safety;

            (2) The director of the division of probation and parole;

            (3) The director of the department of social services;

            (4) Two chief juvenile officers from two different urban areas and two chief juvenile officers from two different rural areas who shall be appointed by the president of the Missouri juvenile justice association;

            (5) One circuit or associate circuit judge from a circuit which has a drug court who shall be appointed by the chief justice of the Missouri supreme court;

            (6) One member of the department of economic development's workforce development office who shall be appointed by the director of the department of economic development; and

            (7) Three chief executive officers of three different private businesses that employ a minimum of twenty employees each who shall be appointed by the governor.

            3. The task force shall meet at least quarterly and shall submit its recommendations and statewide plan for an alternative confinement program or programs to the governor, to the general assembly, and to the director of the department of public safety by December 31, 2013.

            4. Members of the task force shall receive no additional compensation but shall be eligible for reimbursement for expenses directly related to the performance of task force duties.

            5. The provisions of this section terminate on May 31, 2014.
