AN ACT
Relating to state liabilities, with a penalty provision.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section 1. No department or political subdivision of this state shall contract or authorize the contracting of any liability of the state for any amount in excess of one million dollars in any one year without the prior express consent of the general assembly by law. Any elected official, director, appointee, or employee of the state who knowingly signs, approves, authorizes, or otherwise contracts or authorizes the contracting of any liability in violation of this section and in violation of the Constitution of Missouri shall be guilty of a class D felony.
