1.1A bill for an act
1.2relating to transportation; removing length limit of certain connector highways;
1.3allowing one-week bid advertisement period for certain trunk highway contracts;
1.4amending Minnesota Statutes 2012, sections 161.261, subdivisions 1, 2; 161.32,
1.5subdivision 4.
1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.7    Section 1. Minnesota Statutes 2012, section 161.261, subdivision 1, is amended to read:
1.8    Subdivision 1. Agreement to improve segment in other state. When the beginning
1.9or terminal of a trunk highway is the state boundary, and the commissioner of transportation
1.10and the authorities of the adjoining state deem it desirable during the construction or
1.11improvement of such trunk highway to construct or improve a connector highway in the
1.12adjoining state thereby connecting or improving the connection of such trunk highway with
1.13the highway system of the adjoining state, the commissioner may enter into agreements
1.14with the authorities of such adjoining state providing for such connecting highway to be
1.15constructed or improved under and as part of the trunk highway construction contract. Such
1.16connector highway shall connect with the trunk highway at the state boundary and shall
1.17not exceed one mile in length. The entire cost of constructing or improving the connector
1.18highway, including engineering costs and expenses, planning and designing expenses, and
1.19any other expenses attributable to such connector highway, shall be paid by the adjoining
1.20state, and the manner and time of such payment shall be specified in the agreement.

1.21    Sec. 2. Minnesota Statutes 2012, section 161.261, subdivision 2, is amended to read:
1.22    Subd. 2. Agreement to improve segment in Minnesota. The commissioner, in
1.23the interest of construction economy, may enter into agreements with the authorities of
1.24an adjoining state providing that the adjoining state construct or improve a segment of a
2.1Minnesota trunk highway route in conjunction with a construction project of the adjoining
2.2state so as to connect or improve the connection of the Minnesota trunk highway route
2.3with the highway system of such adjoining state at their common boundary. Such segment
2.4of the Minnesota trunk highway route to be constructed or improved by the adjoining state
2.5shall not exceed one mile in length. The cost of construction or improvement of such
2.6segment, including costs of planning and design and equitable engineering costs and
2.7expenses attributable to such segment, shall be paid from the trunk highway fund.

2.8    Sec. 3. Minnesota Statutes 2012, section 161.32, subdivision 4, is amended to read:
2.9    Subd. 4. Damaged trunk highways damaged by spring breakup. Contracts may
2.10be let for the repair and restoration of trunk highways damaged by spring breakup, the
2.11effects of the freeze-thaw cycle, floods, other sudden natural phenomenon, or man-made
2.12disasters, or to prevent damage from flooding or other natural phenomenon, upon
2.13advertisement for bids for a period of one week prior to the date such bids are to be
2.14received, and upon the mailing of such advertisements to all contractors who have filed a
2.15written request therefor.
