1.1A bill for an act
1.2relating to economic development; establishing PIPELINE project (Private
1.3Investment/Public Education Labor-Industry Experience) pilot programs to
1.4develop competency standards for apprenticeships in advanced manufacturing,
1.5health care services, and information technology; requiring reports; appropriating
1.6money;amending Minnesota Statutes 2012, section 181A.07, by adding a
1.7subdivision.
1.8BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.9    Section 1. Minnesota Statutes 2012, section 181A.07, is amended by adding a
1.10subdivision to read:
1.11    Subd. 7. Approved training programs. The commissioner may grant exemptions
1.12from any provisions of sections 181A.01 to 181A.12 for minors participating in training
1.13programs approved by the commissioner; or students in a valid apprenticeship program
1.14taught by or required by a trade union, the commissioner of education, the commissioner
1.15of employment and economic development, the Board of Trustees of the Minnesota State
1.16Colleges and Universities, or the Board of Regents of the University of Minnesota.

1.17    Sec. 2. PILOT PROGRAMS; ADVANCED MANUFACTURING AND HEALTH
1.18CARE SERVICES.
1.19The commissioner of labor and industry shall establish pilot programs to develop
1.20competency standards for apprenticeship programs in advanced manufacturing and health
1.21care services. The pilot programs shall be administered by the registered apprenticeship
1.22program within the Department of Labor and Industry. In establishing the pilot
1.23programs, the commissioner may convene recognized industry experts and representative
2.1employers to assist in defining credible competency standards acceptable to the advanced
2.2manufacturing and health care services industries.

2.3    Sec. 3. PILOT PROGRAM; INFORMATION TECHNOLOGY.
2.4The commissioner of employment and economic development shall establish a pilot
2.5program to develop competency standards for an information technology apprenticeship
2.6program. In establishing the pilot program, the commissioner may convene recognized
2.7industry experts and representative employers to define credible competency standards
2.8acceptable to the information technology industry.

2.9    Sec. 4. OUTCOMES.
2.10The outcomes expected from each of the pilot programs listed in sections 2 and
2.113 include:
2.12(1) establishment of competency standards for entry level and at least two additional
2.13higher skill levels for apprenticeship training in each industry;
2.14(2) verification of competency standards and skill levels and their transferability by
2.15representatives of each respective industry;
2.16(3) models of ways for Minnesota educational institutions to engage in providing
2.17education and training to meet the competency standards established; and
2.18(4) participation from the identified industry sectors.

2.19    Sec. 5. REPORTS.
2.20(a) By January 15, 2015, the commissioner of labor and industry shall report to the
2.21legislative committees with jurisdiction over jobs on the progress and success of the pilot
2.22programs in section 2, recommendations to implement and deliver on the pilot programs
2.23in section 2, and recommendations on occupations in which similar competency standards
2.24should be developed and implemented.
2.25(b) By January 15, 2015, the commissioner of employment and economic
2.26development shall report to the legislative committees with jurisdiction over jobs on the
2.27progress and success of the pilot program in section 3, recommendations to implement
2.28and deliver on the pilot programs in section 3, and recommendations on occupations in
2.29which similar competency standards should be developed and implemented.

2.30    Sec. 6. APPROPRIATION.
3.1(a) $200,000 in fiscal year 2015 is appropriated from the general fund to the
3.2commissioner of labor and industry for the pilot programs in section 2. This appropriation
3.3is available until June 30, 2017.
3.4(b) $100,000 in fiscal year 2015 is appropriated from the general fund to the
3.5commissioner of employment and economic development for the pilot program in section
3.63. This appropriation is available until June 30, 2017.
