1.1A bill for an act
1.2relating to economic development; establishing PIPELINE project (Private
1.3Investment/Public Education Labor-Industry Experience) to develop competency
1.4standards in advanced manufacturing, health care services, information
1.5technology, and agriculture; requiring reports; appropriating money;amending
1.6Minnesota Statutes 2012, section 181A.07, by adding a subdivision.
1.7BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.8    Section 1. Minnesota Statutes 2012, section 181A.07, is amended by adding a
1.9subdivision to read:
1.10    Subd. 7. Approved training programs. The commissioner may grant exemptions
1.11from any provisions of sections 181A.01 to 181A.12 for minors participating in training
1.12programs approved by the commissioner; or students in a valid apprenticeship program
1.13taught by or required by a trade union, the commissioner of education, the commissioner
1.14of employment and economic development, the Board of Trustees of the Minnesota State
1.15Colleges and Universities, or the Board of Regents of the University of Minnesota.

1.16    Sec. 2. COMPETENCY STANDARDS: ADVANCED MANUFACTURING,
1.17HEALTH CARE SERVICES, INFORMATION TECHNOLOGY, AND
1.18AGRICULTURE.
1.19The commissioner of labor and industry, in collaboration with the commissioner
1.20of employment and economic development, shall establish competency standards for
1.21PIPELINE programs in advanced manufacturing, health care services, information
1.22technology, and agriculture. This initiative shall be administered by the Department
1.23of Labor and Industry. In establishing the competency standards, the commissioner
1.24shall convene recognized industry experts, representative employers, higher education
2.1institutions, and representatives of labor to assist in defining credible competency
2.2standards acceptable to the advanced manufacturing, health care services, information
2.3technology, and agriculture industries.

2.4    Sec. 3. OUTCOMES.
2.5The outcomes expected from the initiatives listed in section 2 include:
2.6(1) establishment of competency standards for entry level and at least two additional
2.7higher skill levels in each industry;
2.8(2) verification of competency standards and skill levels and their transferability by
2.9representatives of each respective industry;
2.10(3) models of ways for Minnesota educational institutions to engage in providing
2.11education and training to meet the competency standards established; and
2.12(4) participation from the identified industry sectors.

2.13    Sec. 4. REPORTS.
2.14By January 15, 2015, the commissioner of labor and industry shall report to the
2.15legislative committees with jurisdiction over jobs on the progress and success, including
2.16outcomes, of the initiatives listed in section 2, recommendations to implement and deliver
2.17on the initiatives in section 2, and recommendations on occupations in which similar
2.18competency standards should be developed and implemented.

2.19    Sec. 5. APPROPRIATION.
2.20$300,000 in fiscal year 2015 is appropriated from the general fund to the
2.21commissioner of labor and industry for the initiatives in section 2. This appropriation
2.22is available until June 30, 2017.
