1.1A bill for an act
1.2relating to state government; making certain employee compensation plan
1.3changes.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. EMPLOYEE COMPENSATION PLANS.
1.6    Subdivision 1. State employee collective bargaining agreements. (a)
1.7Notwithstanding Minnesota Statutes, sections 3.855, 43A.06, and 179.01 to 179.16, when
1.8the labor agreements and compensation plans under Laws 2009, chapter 85, and Laws
1.92010, chapter 323, expire, the provisions of the first year of those labor agreements and
1.10compensation plans are renewed for a two-year period and all employees covered under
1.11those labor agreements and compensation plans shall revert to the terms and conditions
1.12for compensation and benefits determined in the first year of those labor agreements and
1.13compensation plans. Any salary increases and step increases shall be reduced to the
1.14amounts in effect in the first year of the labor agreements and compensation plans under
1.15Laws 2009, chapter 85, and Laws 2010, chapter 323.
1.16(b) For purposes of this section, the labor agreement and compensation plan for the
1.17Minnesota Nurses Association shall be the one in effect under Laws 2010, chapter 323.
1.18    Subd. 2. Commissioner's duty. The commissioner of management and budget shall
1.19take whatever action is necessary to enforce the provisions in subdivision 1.
1.20EFFECTIVE DATE.This section is effective upon the expiration of the labor
1.21agreements and compensation plans in Laws 2009, chapter 85, and Laws 2010, chapter
1.22323.
