1.1A bill for an act
1.2relating to governmental financial reporting; requiring the Minnesota
1.3Management and Budget Department to report on the adequacy of budgeted and
1.4forecasted defined benefit retirement plan contributions; proposing coding for
1.5new law in Minnesota Statutes, chapter 16A.
1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.7    Section 1. [16A.106] ADEQUACY OF BUDGETED AND FORECASTED
1.8DEFINED BENEFIT PLAN RETIREMENT CONTRIBUTIONS.
1.9(a) On or before May 30 or the date occurring 30 days after the conclusion of
1.10the regular legislative session, whichever is later, in each odd-numbered year, the
1.11commissioner shall prepare a report to the legislature on the adequacy of the budgeted
1.12appropriations, including retirement-related state aids, and forecasted member and
1.13employer retirement contributions to meet the total calculated actuarial funding
1.14requirements of the statewide and major local defined benefit retirement plans.
1.15(b) The total calculated actuarial funding requirements are the sum of:
1.16(1) the normal cost;
1.17(2) the administrative expenses as defined in section 356.20, subdivision 4,
1.18paragraph (c); and
1.19(3) the supplemental amortization contribution requirement using the amortization
1.20target date specified in section 356.215, subdivision 11.
1.21The total calculated actuarial funding requirements must be as determined in the
1.22most recent actuarial valuation of the retirement plan prepared by an approved actuary
1.23under section 356.215 and the most recent standards for actuarial work adopted by the
1.24Legislative Commission on Pensions and Retirement.
2.1(c) The statewide and major local retirement plans are the defined benefit retirement
2.2plans listed in section 356.20, subdivision 2, clauses (1) to (6), (9), (12), (13), and (14).
2.3(d) The report must also include as an exhibit as of the start of the most recent fiscal
2.4year, the following information for each statewide and major local retirement plan in a
2.5single comparative table:
2.6(1) the year the retirement plan was enacted or established;
2.7(2) the number of active members of the retirement plan;
2.8(3) the number of retirement annuitants and retirement benefit recipients;
2.9(4) whether or not the retirement plan supplements the federal Old Age, Survivors
2.10and Disability Insurance program;
2.11(5) whether or not the retirement plan permits the purchase of service credit for
2.12out-of-state service or time;
2.13(6) the percentage of covered salary employer contributions;
2.14(7) the percentage of covered salary member contributions;
2.15(8) the amount of unfunded actuarial accrued liability calculated using the actuarial
2.16value of assets and the market value of assets;
2.17(9) the percentage that assets, at actuarial value and at market value, represent of the
2.18actuarial accrued liability;
2.19(10) the normal retirement age or ages;
2.20(11) the salary base definition and the percentage of salary base benefit accrual rate
2.21per year of service credit formula for a normal retirement annuity;
2.22(12) the amount of automatic postretirement adjustment;
2.23(13) whether or not service credit is available for military service and any limitation
2.24on its acquisition;
2.25(14) the vesting period for a disability benefit and the definition of a disability
2.26qualifying for a disability benefit;
2.27(15) investment performance and interest rate actuarial assumptions;
2.28(16) the amortization target date;
2.29(17) four fiscal years running statistics of active retirement plan members;
2.30(18) four fiscal years running statistics of retirement annuitants and retirement
2.31benefit recipients;
2.32(19) four fiscal years running statistics of deferred annuitants;
2.33(20) four fiscal years running statistics of unfunded actuarial accrued liability
2.34determined on an actuarial value of assets basis and on a market value of assets basis;
2.35(21) four fiscal years running statistics of the percentage that assets, at actuarial
2.36value and at market value, represent of the actuarial accrued liability;
3.1(22) four fiscal years running statistics of actuarial value of assets; and
3.2(23) four fiscal years running statistics of market value of assets.
3.3(e) The report under this section also must be included on the Web site of the
3.4department.
3.5EFFECTIVE DATE.This section is effective the day following final enactment.
