1.1A bill for an act
1.2relating to elections; extending the deadline to purchase voting equipment with
1.3Help America Vote Act grants;amending Laws 2010, chapter 379, section 4,
1.4subdivisions 2, 4.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. Laws 2010, chapter 379, section 4, subdivision 2, is amended to read:
1.7    Subd. 2. Grant application. To receive a grant under this section, a county must
1.8apply to the secretary of state on forms prescribed by the secretary of state that set forth
1.9how the grant money will be spent. Applications for grants under this section must be
1.10submitted to the secretary of state by December 1, 2010, and be for purchases made
1.11before March 31, 2014 2016.

1.12    Sec. 2. Laws 2010, chapter 379, section 4, subdivision 4, is amended to read:
1.13    Subd. 4. Report. Each county receiving a grant under this section must include the
1.14expenditures it has made on the appropriate Help America Vote Act reports submitted to
1.15the secretary of state. If a county does not use the money it has received under this section
1.16by June 15, 2014 2016, it must return the unused money to the secretary of state by June
1.1730, 2014 2016. In addition to the report required by this section, each county receiving
1.18a grant under this act must maintain financial records for each grant sufficient to satisfy
1.19federal audit standards and must transmit those records to the secretary of state upon
1.20request of the secretary of state.

1.21    Sec. 3. EFFECTIVE DATE.
1.22Sections 1 and 2 are effective the day following final enactment.
