1.1A bill for an act
1.2relating to capital improvements; appropriating money for the Minnesota
1.3Children's Museum; authorizing the sale and issuance of state bonds.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. APPROPRIATION.
1.6$14,000,000 is appropriated from the bond proceeds fund to the commissioner of
1.7employment and economic development for a grant to the city of St. Paul to design,
1.8construct, furnish, and equip an expansion and renovation of the Minnesota Children's
1.9Museum, subject to Minnesota Statutes, section 16A.695. The expansion and exhibit
1.10upgrades should incorporate the latest research on early learning, allow for new
1.11state-of-the-art education facilities, and increase the capacity of visitors to galleries and
1.12programming areas.
1.13This appropriation is not available until the commissioner has determined that at
1.14least an equal amount has been committed from nonstate sources.

1.15    Sec. 2. BOND AUTHORIZATION.
1.16To provide the money appropriated in section 1 from the bond proceeds fund, the
1.17commissioner of management and budget shall sell and issue bonds of the state in an
1.18amount up to $14,000,000 in the manner, upon the terms, and with the effect prescribed by
1.19Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution,
1.20article XI, sections 4 to 7.

1.21    Sec. 3. EFFECTIVE DATE.
1.22Sections 1 and 2 are effective the day following final enactment.
