1.2relating to transportation capital improvements; authorizing spending to acquire
1.3and better public land and buildings for trunk highway purposes; providing
1.4supplemental funds for flood mitigation; authorizing the sale and issuance of
1.5trunk highway bonds; appropriating money.
1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.8TRUNK HIGHWAY FUND APPROPRIATIONS

Section 1. TRUNK HIGHWAY
APPROPRIATION

Subdivision 1.Appropriation for
Transportation
1.13This appropriation is to the commissioner of
1.14transportation for the purposes specified in
1.15this section.
1.16Unless otherwise specified, this appropriation
1.17is for fiscal year 2013 from the trunk highway
1.18fund and is available until expended.

Subd. 2.Willmar District Headquarters

1.20To design, construct, furnish, and equip a
1.21maintenance facility addition to the existing
1.22Willmar district headquarters building,
1.23and corresponding remodeling of the
1.24headquarters building.

Subd. 3.Plymouth Truck Station

2.3and bridge crew building in Plymouth.

Subd. 4.Cambridge Truck Station

2.5To design, construct, furnish, and equip a new

2.24    Sec. 2. EFFECTIVE DATE.
2.25This article is effective the day following final enactment.

2.26ARTICLE 2
2.27TRUNK HIGHWAY BONDS

2.28    Section 1. ROCHESTER MAINTENANCE FACILITY.
2.29$16,100,000 is appropriated to the commissioner of transportation to design,
2.30construct, furnish, and equip the maintenance facility in Rochester and corresponding
2.31remodeling of the existing district headquarters building. This appropriation is from the
2.32bond proceeds account in the trunk highway fund.

3.1    Sec. 2. FLOOD MITIGATION.
3.2$10,000,000 is appropriated from the bond proceeds account in the trunk highway
3.3fund to the commissioner of transportation to provide supplemental funds for one project
3.4that, prior to the effective date of this section, has been awarded or allocated funding under
3.5the department's flood mitigation program. Notwithstanding Minnesota Statutes, section
3.616A.642, this appropriation is available until expended.

3.7    Sec. 3. BOND SALE EXPENSES.
3.8$2,610,000 is appropriated from the bond proceeds account in the trunk highway
3.9fund to the commissioner of management and budget for bond sale expenses under
3.10Minnesota Statutes, section 167.50, subdivision 4.

3.11    Sec. 4. TRUNK HIGHWAY FUND BOND PROCEEDS ACCOUNT.
3.12To provide the money appropriated in this article from the bond proceeds account
3.13in the trunk highway fund, the commissioner of management and budget shall sell and
3.14issue bonds of the state in an amount up to $28,710,000 in the manner, upon the terms,
3.15and with the effect prescribed by Minnesota Statutes, sections 167.50 to 167.52, and
3.16by the Minnesota Constitution, article XIV, section 11, at the times and in the amounts
3.17requested by the commissioner of transportation. The proceeds of the bonds, except
3.18accrued interest and any premium received from the sale of the bonds, must be credited
3.19to the bond proceeds account in the trunk highway fund.

3.20    Sec. 5. EFFECTIVE DATE.
3.21This article is effective the day following final enactment.
