1.1A bill for an act
1.2relating to capital improvements; appropriating money for Koochiching
1.3renewable energy clean air project; authorizing the sale and issuance of state
1.4bonds.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. KOOCHICHING RENEWABLE ENERGY CLEAN AIR PROJECT.
1.7    Subdivision 1. Appropriation. $12,000,000 is appropriated from the bond
1.8proceeds fund to the Pollution Control Agency for a grant to Koochiching County or
1.9the Koochiching Development Agency to design, construct, and equip a plasma torch
1.10gasification facility that converts municipal solid waste into energy and slag, reducing
1.11the need to dispose of the waste in a landfill. This appropriation may be used for any or
1.12all or any combination of the following:
1.13(1) to upgrade an existing waste transfer station in Koochiching County to serve the
1.14facility by performing site work, construction, or placement of equipment; or
1.15(2) to prepare a site for or to construct and equip a portion of the plasma torch
1.16gasification facility. This appropriation, or any portion of it, is available as matched,
1.17dollar-for-dollar, with money from nonstate sources.
1.18    Subd. 2. Bond sale. To provide the money appropriated in this section from the
1.19bond proceeds fund, the commissioner of management and budget shall sell and issue
1.20bonds of the state in an amount up to $12,000,000 in the manner, upon the terms, and with
1.21the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
1.22Minnesota Constitution, article XI, sections 4 to 7.
1.23EFFECTIVE DATE.This section is effective the day following final enactment.
