1.1A bill for an act
1.2relating to capital improvements; authorizing the sale and issuance of state
1.3bonds; appropriating money for a Rochester-Twin Cities High-Speed Passenger
1.4Rail project, and for passenger rail facilities.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. ROCHESTER-TWIN CITIES HIGH-SPEED PASSENGER RAIL
1.7PROJECT AND PASSENGER RAIL FACILITIES.
1.8    Subdivision 1. Appropriation. $5,400,000 is appropriated from the bond proceeds
1.9fund to the commissioner of transportation for predesign, design, and environmental
1.10studies for the Rochester-Twin Cities High-Speed Passenger Rail project as identified
1.11in the Minnesota Comprehensive Statewide Freight and Passenger Rail Plan, and for
1.12predesign, design, environmental studies, and project development of passenger rail
1.13facilities in Olmsted County, Dakota County, and the Minneapolis/St. Paul International
1.14Airport.
1.15    Subd. 2. Bond sale. To provide the money appropriated in this section from the
1.16bond proceeds fund, the commissioner of management and budget shall sell and issue
1.17bonds of the state in an amount up to $5,400,000 in the manner, upon the terms, and with
1.18the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
1.19Minnesota Constitution, article XI, sections 4 to 7.
1.20EFFECTIVE DATE.This section is effective the day following final enactment.
