1.1A bill for an act
1.2relating to clean water; appropriating money for clean water assistance grants;
1.3appropriating money for an Aquatic Invasive Species Cooperative Research
1.4Center; modifying prior appropriations;amending Laws 2011, First Special
1.5Session chapter 2, article 3, section 2, subdivision 9.
1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.7ARTICLE 1
1.8CLEAN WATER FUND

1.9    Section 1. CLEAN WATER ASSISTANCE GRANTS.
1.10$4,200,000 is appropriated in fiscal year 2013 from the clean water fund to the
1.11Board of Water and Soil Resources for grants to local government units and joint powers
1.12organizations of local government units to be used to protect, enhance, and restore water
1.13quality in lakes, rivers, and streams and to protect groundwater and drinking water.
1.14Activities include structural and vegetative practices to reduce runoff and retain water on
1.15the land, feedlot water quality projects, subsurface sewage treatment system (SSTS)
1.16abatement grants for low-income individuals, and stream bank, stream channel, and
1.17shoreline protection projects. This is a onetime appropriation and is available until June
1.1830, 2016.

1.19    Sec. 2. AQUATIC INVASIVE SPECIES COOPERATIVE RESEARCH
1.20CENTER; APPROPRIATION.
1.21$1,800,000 is appropriated in fiscal year 2013 from the clean water fund to the Board
1.22of Regents of the University of Minnesota to develop and implement an Aquatic Invasive
1.23Species Cooperative Research Center. As a condition of receiving this appropriation, the
2.1University of Minnesota is requested to collaborate with the commissioner of natural
2.2resources in developing solutions to control aquatic invasive species. A portion of this
2.3appropriation may be used for educating and engaging citizens on preventing the spread
2.4of aquatic invasive species. This is a onetime appropriation and is available until June
2.530, 2014.

2.7ENVIRONMENT AND NATURAL RESOURCE TRUST FUND

2.8    Section 1. Laws 2011, First Special Session chapter 2, article 3, section 2, subdivision
2.99, is amended to read:

2.12(a) Minnesota Conservation Apprentice

2.14$100,000 the first year and $100,000 the
2.15second year are from the trust fund to
2.16the Board of Water and Soil Resources
2.17in cooperation with Conservation Corps
2.18Minnesota to train and mentor future
2.19conservation professionals by providing
2.20apprenticeship service opportunities to
2.21soil and water conservation districts. This
2.22appropriation is available until June 30,
2.232014, by which time the project must be
2.24completed and the final products delivered.
2.25(b) Chronic Wasting Disease and Animal
2.26Health
2.27$600,000 the first year and $600,000 the
2.28second year are from the trust fund to the
2.29commissioner of natural resources to address
2.30chronic wasting disease and accelerate
2.31wildlife health programs, including activities
2.32directly related to and necessary for this
2.33appropriation.
3.1(c) Aquatic Invasive Species
3.2$2,177,000 the first year and $3,513,000
3.3$2,513,000 the second year are from the
3.4trust fund to the commissioner of natural
3.5resources to accelerate aquatic invasive
3.6species programs, including the development
3.7and implementation of best management
3.8practices for public water access facilities
3.9to implement aquatic invasive species
3.10prevention strategies, including activities
3.11directly related to and necessary for this
3.12appropriation. $50,000 is for a grant
3.13to develop and produce a documentary
3.14identifying the challenges presented by
3.15aquatic invasive species. The documentary
3.16shall be available to the Department of
3.17Natural Resources to distribute to watercraft
3.18license purchasers and the general public
3.19through online and other media.
3.20(d) Reinvest in Minnesota Wetlands
3.21Reserve Acquisition and Restoration
3.22Program Partnership
3.23$1,645,000 the first year is to the Board
3.24of Water and Soil Resources to acquire
3.25permanent conservation easements and
3.26restore wetlands and associated upland
3.27habitat in cooperation with the United States
3.28Department of Agriculture Wetlands Reserve
3.29Program. A list of proposed land acquisitions
3.30must be provided as part of the required work
3.31program.
3.32(e) Limitation
3.33Appropriations in paragraphs (b) and (c) are
3.34not subject to Minnesota Statutes, sections
4.1116P.05, subdivision 2 , paragraph (b), and
4.2116P.09, subdivision 4 .

4.3    Sec. 2. AQUATIC INVASIVE SPECIES COOPERATIVE RESEARCH
4.4CENTER; APPROPRIATION.
4.5$1,000,000 is appropriated in fiscal year 2013 from the environment and natural
4.6resources trust fund to the Board of Regents of the University of Minnesota to develop and
4.7implement an Aquatic Invasive Species Cooperative Research Center. This appropriation
4.8is not subject to Minnesota Statutes, sections 116P.05, subdivision 2, paragraph (b), and
4.9116P.09, subdivision 4. As a condition of receiving this appropriation, the University
4.10of Minnesota is requested to collaborate with the commissioner of natural resources in
4.11developing solutions to control aquatic invasive species. This is a onetime appropriation
4.12and is available until June 30, 2014.
