1.1A bill for an act
1.2relating to the military; allowing issuance of state awards to nonmembers of the
1.3Minnesota National Guard;amending Minnesota Statutes 2010, section 192.23.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. Minnesota Statutes 2010, section 192.23, is amended to read:
1.6192.23 SERVICE MEDALS.
1.7(a) The commander-in-chief may, by general order, provide a suitable mark of
1.8distinction for all officers and enlisted members who have served in the military forces of
1.9the state for an aggregate period of three, five, ten, 15, and 20 years, respectively, and for
1.10like service thereafter; and medals to be awarded for valor, for distinguished service, and
1.11for good conduct.
1.12(b) The commander-in-chief may authorize and prescribe regulations for the
1.13issuance of suitable marks of distinction to be awarded to:
1.14(1) officers and enlisted members who have served in the military forces of the
1.15state during periods of war or other declared emergencies, provided that these shall
1.16not be awarded for service for which service medals or bars are authorized by federal
1.17authority; and
1.18(2) nonmembers of the military forces of the state for distinguished service or
1.19support to the military forces of the state.
