1.1A bill for an act
1.2relating to taxation; minerals; modifying the distribution of taconite production
1.3taxes; amending Laws 2013, chapter 143, article 11, section 10.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. Laws 2013, chapter 143, article 11, section 10, is amended to read:
1.6    Sec. 10. 2013 DISTRIBUTION ONLY.
1.7For the 2013 distribution, a special fund is established to receive 38.7 cents per ton of
1.8any excess of the balance remaining after distribution of amounts required under Minnesota
1.9Statutes, section 298.28, subdivision 6. The following amounts are allocated to St. Louis
1.10County acting as the fiscal agent for the recipients for the following specific purposes:
1.11(1) 5.1 cents per ton to the city of Hibbing for improvements to the city's water
1.12supply system;
1.13(2) 4.3 cents per ton to the city of Mountain Iron for the cost of moving utilities
1.14required as a result of actions undertaken by United States Steel Corporation;
1.15(3) 2.5 cents per ton to the city of Biwabik for improvements to the city's water supply
1.16system, payable upon agreement with ArcelorMittal to satisfy water permit conditions;
1.17(4) 2 cents per ton to the city of Tower for the Tower Marina;
1.18(5) 2.4 cents per ton to the city of Grand Rapids for an eco-friendly heat transfer
1.19system to replace aging effluent lines and for parking lot repaving;
1.20(6) 2.4 cents per ton to the city of Two Harbors for wastewater treatment plant
1.21improvements;
1.22(7) 0.9 cents per ton to the city of Ely for the sanitary sewer replacement project;
1.23(8) 0.6 cents per ton to the town of Crystal Bay for debt service of the Claire Nelson
1.24Intermodal Transportation Center;
2.1(9) 0.5 cents per ton to the Greenway Joint Recreation Board for the Coleraine
2.2hockey arena renovations;
2.3(10) 1.2 cents per ton for the West Range Regional Fire Hall and Training Center
2.4to merge the existing fire services of Coleraine, Bovey, Taconite Marble, Calumet, and
2.5Greenway Township;
2.6(11) 2.5 cents per ton to the city of Hibbing for the Memorial Building;
2.7(12) 0.7 cents per ton to the city of Chisholm for public works infrastructure;
2.8(13) 1.8 cents per ton to the Crane Lake Water and Sanitary District for sanitary
2.9sewer extension;
2.10(14) 2.5 cents per ton for the city of Buhl for the roof on the Mesabi Academy;
2.11(15) 1.2 cents per ton to the city of Gilbert for the New Jersey/Ohio Avenue project;
2.12(16) 1.5 2.0 cents per ton to the city of Cook for street improvements, business park
2.13infrastructure, and a maintenance garage;
2.14(17) 0.5 cents per ton to the city of Cook for a water line project;
2.15(18) (17) 1.8 cents per ton to the city of Eveleth to be used for Jones Street
2.16reconstruction and the city auditorium;
2.17(19) (18) 0.5 cents for the city of Keewatin for an electrical substation and water
2.18line replacements;
2.19(20) (19) 3.3 cents for the city of Virginia for Fourth Street North infrastructure and
2.20Franklin Park improvement; and
2.21(21) (20) 0.5 cents per ton to the city of Grand Rapids for an economic development
2.22project.
2.23EFFECTIVE DATE.This section is effective the day following final enactment.
