1.1A bill for an act
1.2relating to employment; requiring professional licensing boards to expedite
1.3licensure of former and current members of the military; requiring a report;
1.4proposing coding for new law in Minnesota Statutes, chapter 197.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. [197.4552] EXPEDITED LICENSE PROCESSING; FORMER AND
1.7CURRENT MEMBERS OF THE MILITARY.
1.8Notwithstanding any other law to the contrary, each professional licensing board
1.9defined in section 214.01, subdivisions 2 and 3, shall establish a procedure to expedite
1.10the issuance of a license or certification to perform professional services regulated by
1.11each board to a qualified individual who is:
1.12(1) an active duty military member;
1.13(2) the spouse of an active duty military member; or
1.14(3) an inactive military veteran who has left service in the two years preceding
1.15the date of license or certification application, and has confirmation of an honorable or
1.16general discharge status.

1.17    Sec. 2. REPORT ON TEMPORARY LICENSES.
1.18(a) The governor shall designate representatives of professional licensing boards
1.19listed under Minnesota Statutes, section 214.01, subdivisions 2 and 3, to report to
1.20the legislature by January 15, 2015, on procedures for issuing temporary licenses or
1.21certifications to qualified persons who are active duty military members, spouses of active
1.22duty military members, or veterans who have recently left military service. The report
1.23must include recommendations on:
2.1(1) conditions for issuance of temporary licenses, including evidence of credentialing
2.2in other states;
2.3(2) duration of the temporary licenses or certifications; and
2.4(3) general legislation or board-specific legislation needed to implement temporary
2.5licensure recommendations quickly and cost-efficiently.
2.6(b) The recommendations of the report must ensure that to qualify for a temporary
2.7license a person must:
2.8(1) produce evidence of a valid license, certificate, or permit in another state without
2.9history of disciplinary action by a regulatory authority in the other state; and
2.10(2) produce evidence of a current criminal background check without a criminal
2.11conviction that adversely affects the person's ability to become licensed.
