1.1A bill for an act
1.2relating to insurance; requiring commissioner of public safety to report to the
1.3legislature on the benefits and costs of contracting to participate in a nationwide
1.4real-time motor vehicle insurance status information system.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. ANALYSIS AND REPORT REQUIRED; MOTOR VEHICLE
1.7INSURANCE STATUS INFORMATION SYSTEM.
1.8    Subdivision 1. Subject of analysis and report. The commissioner of public safety,
1.9in consultation with the commissioner of commerce, shall analyze the benefits and costs to
1.10the state of contracting with a private-sector entity capable of providing Minnesota law
1.11enforcement personnel with real-time information on the motor vehicle insurance status of
1.12motor vehicles driven in this state. The information on insurance status must be available
1.13immediately upon request to state and local law enforcement personnel while in a squad
1.14car or other law enforcement vehicle.
1.15    Subd. 2. Net cost to state. The analysis and written report must analyze the cost to
1.16the state of participating in the information system as compared to increased revenue to
1.17the state from insurance premium taxes and from fines, fees, and surcharges imposed upon
1.18owners of uninsured vehicles, increases or decreases in motor vehicle insurance premiums
1.19and uninsured losses, and other factors the commissioner considers relevant.
1.20    Subd. 3. Written report. The commissioner of public safety shall provide a written
1.21report and recommendation to the legislature no later than November 1, 2011, regarding
1.22the analysis required under subdivisions 1 and 2. The report must comply with Minnesota
1.23Statutes, sections 3.195 and 3.197.
1.24EFFECTIVE DATE.This section is effective the day following final enactment.
