1.1A bill for an act
1.2relating to metropolitan government; modifying provisions governing
1.3metropolitan transportation planning; creating a metropolitan transportation
1.4board; designating the board as the metropolitan planning organization for
1.5purposes of federal transportation law;amending Minnesota Statutes 2010,
1.6section 473.146, subdivision 4.
1.7BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.8    Section 1. Minnesota Statutes 2010, section 473.146, subdivision 4, is amended to read:
1.9    Subd. 4. Transportation planning. (a) The Metropolitan Council Transportation
1.10Board is created. The board is the designated planning agency for any long-range
1.11comprehensive transportation planning required by section 134 of the Federal Highway
1.12Act of 1962, Section 4 of Urban Mass Transportation Act of 1964 and Section 112 of
1.13Federal Aid Highway Act of 1973 and other federal transportation laws. The council
1.14board shall assure administration and coordination of transportation transit planning with
1.15appropriate state, regional and other agencies, counties, and municipalities.
1.16(b) The council shall establish an advisory body consisting of citizens and
1.17representatives of municipalities, counties, and state agencies in fulfillment of the planning
1.18responsibilities of the council. The membership of the advisory body board must consist
1.19of:
1.20(1) the commissioner of transportation or the commissioner's designee;
1.21(2) the commissioner of the Pollution Control Agency or the commissioner's
1.22designee;
1.23(3) one member of the Metropolitan Airports Commission appointed by the
1.24commission;
2.1(4) one person appointed by the Metropolitan Council to represent nonmotorized
2.2transportation;
2.3(5) one person appointed by the commissioner of transportation to represent the
2.4freight transportation industry;
2.5(6) two persons appointed by the Metropolitan Council to represent public transit;
2.6(7) ten elected officials of cities within the metropolitan area, including one
2.7representative from each first-class city, appointed by the association of metropolitan
2.8municipalities; and
2.9(8) one member of the county board of each county in the seven-county metropolitan
2.10area, appointed by the respective county boards;.
2.11(9) eight citizens appointed by the council, one from each council precinct; and
2.12(10) one member of the council, appointed by the council.
2.13The council board shall appoint a chair from among the its members of the advisory body.
