1.2relating to capital investment; appropriating money for expansion of the River's
1.3Edge Convention Center; authorizing the sale and issuance of state bonds.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.5 Section 1. RIVER'S EDGE CONVENTION CENTER EXPANSION.
1.6 Subdivision 1. Appropriation. $10,100,000 is appropriated from the bond proceeds
1.7fund to the commissioner of employment and economic development for a grant to the
1.8city of St. Cloud to predesign, design, construct, furnish, and equip an expansion of the
1.9River's Edge Convention Center, including a parking facility and pedestrian skyway
1.10connection. This appropriation is not available until the commissioner of management
1.11and budget determines that at least $10,100,000 has been committed to the project from
1.12nonstate sources. Amounts expended by the city of St. Cloud for project costs since July
1.131, 2010, shall count toward the matching requirement.
1.14 Subd. 2. Bond sale. To provide the money appropriated in this act from the bond
1.15proceeds fund, the commissioner of management and budget shall sell and issue bonds of
1.16the state in an amount up to $10,100,000 in the manner, upon the terms, and with the effect
1.17prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
1.18Constitution, article XI, sections 4 to 7.
1.19EFFECTIVE DATE.This section is effective the day following final enactment.
