1.1A bill for an act
1.2relating to public safety; establishing disaster recovery grant program;
1.3authorizing Department of Public Safety to provide technical assistance to
1.4local governments in a presidentially declared disaster; appropriating money;
1.5amending Minnesota Statutes 2010, sections 12.09, by adding a subdivision;
1.612A.15, by adding a subdivision.
1.7BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.8    Section 1. Minnesota Statutes 2010, section 12.09, is amended by adding a subdivision
1.9to read:
1.10    Subd. 11. Disaster recovery grant program. The division must establish a grant
1.11program to provide permanent, year-round recovery preparedness assistance to local
1.12governments to coordinate local long-term recovery from a natural disaster and the
1.13regional use of resources to serve individuals and families impacted by a natural disaster.
1.14Local governments, regional consortia, and nonprofit organizations may apply to the state
1.15director for grants under this subdivision according to requirements established by the
1.16state director. The grants funded under this subdivision may be used for disaster case
1.17management, volunteer coordination, assistance in rebuilding, mental health support,
1.18financial counseling, and other related disaster recovery services.
1.19EFFECTIVE DATE.This section is effective July 1, 2011.

1.20    Sec. 2. Minnesota Statutes 2010, section 12A.15, is amended by adding a subdivision
1.21to read:
1.22    Subd. 4. Technical assistance to local jurisdictions. The commissioner may use
1.23state appropriations to provide technical assistance to local jurisdictions or to make grants
2.1to counties, regional consortia, and nonprofit organizations working the disaster area to
2.2provide assistance in coordinating long-term recovery activities related to the disaster.

2.3    Sec. 3. DISASTER RECOVERY GRANT PROGRAM.
2.4$2,500,000 from the general fund in fiscal year 2013 is appropriated to the
2.5commissioner of public safety for the disaster recovery grant program under section 1 and
2.6is available until June 30, 2013. The base appropriation for the disaster recovery grant
2.7program for the biennium ending June 30, 2015, is $2,500,000.
2.8EFFECTIVE DATE.This section is effective July 1, 2011.
