SENATE JOINT RESOLUTION AA

 

 

June 30, 2010, Introduced by Senators ANDERSON, BRATER, THOMAS, PRUSI, OLSHOVE, SCOTT, HUNTER, BASHAM, CLARK-COLEMAN, WHITMER, JACOBS, CHERRY, BARCIA, SWITALSKI, GLEASON and CLARKE and referred to the Committee on Natural Resources and Environmental Affairs.

 

 

 

     A joint resolution proposing an amendment to the state

 

constitution of 1963, by adding section 31 to article V, to

 

prohibit the drilling of a well for the exploration or production

 

of oil or natural gas within the Great Lakes or beneath the

 

bottomlands of the Great Lakes.

 

     Resolved by the Senate and House of Representatives of the

 

state of Michigan, That the following amendment to the state

 

constitution of 1963, to prohibit the drilling of a well for the

 

exploration or production of oil or natural gas within the Great

 

Lakes or beneath the bottomlands of the Great Lakes, is proposed,

 

agreed to, and submitted to the people of the state:

 


ARTICLE V

 

     Sec. 31. Beginning on the effective date of this section, a

 

person shall not drill a well, and the state shall not authorize

 

the drilling of a well, within the Great Lakes or beneath the

 

bottomlands of the Great Lakes for the exploration or production of

 

oil or natural gas. As used in this section, "Great Lakes" includes

 

the connected bays and harbors of the Great Lakes and the St. Marys

 

river, the Detroit river, the St. Clair river, and Lake St. Clair.

 

     Resolved further, That the foregoing amendment shall be

 

submitted to the people of the state at the next general election

 

in the manner provided by law.
