SENATE BILL NO. 742

March 06, 2024, Introduced by Senators CAMILLERI, BAYER and POLEHANKI and referred to the Committee on Education.

A bill to amend 1976 PA 451, entitled

"The revised school code,"

(MCL 380.1 to 380.1852) by adding section 1162.

The people of the state of michigan enact:

Sec. 1162. (1) Subject to subsections (2) and (3), beginning with the 2024-2025 school year, the board of a school district or board of directors of a public school academy shall employ a certified school librarian for each school library operated by the board or board of directors as follows:

(a) For a school with fewer than 300 pupils, at least 1 half-time certified school librarian.

(b) For a school with 300 to 1,499 pupils, at least 1 full-time certified school librarian.

(c) For a school with 1,500 or more pupils, at least 2 full-time certified school librarians.

(2) The board of a school district or board of directors of a public school academy that has fewer than 51 pupils enrolled in the school district or public school academy may apply to the department, in a form and manner prescribed by the department, for a waiver from the requirement under subsection (1). Upon receipt of a waiver application under this subsection, the department must grant the waiver. A school district or public school academy that has been granted a waiver under this subsection is not subject to the requirement under subsection (1).

(3) The board of a school district or board of directors of a public school academy that has at least 51 pupils enrolled in the school district or public school academy may apply to the department, in a form and manner prescribed by the department, for a waiver from the requirement under subsection (1). Upon receipt of a waiver application under this subsection, the department may grant the waiver. A school district or public school academy that has been granted a waiver under this subsection is not subject to the requirement under subsection (1).

(4) A certified school librarian shall work collaboratively with classroom teachers and principals or comparable school administrators to provide literacy instruction to pupils to ensure that pupils achieve grade-level reading proficiency. A certified school librarian shall also work to integrate information, technology, and research skills with the curriculum offered by the school to meet state academic and technology standards.

(5) As used in this section, "certified school librarian" means either of the following, as applicable:

(a) A certificated teacher under section 1531 with an ND school librarian endorsement issued by the department.

(b) Until 2026, a certificated teacher under section 1531 who is in the process of obtaining an ND school librarian endorsement issued by the department.

Enacting section 1. This amendatory act does not take effect unless all of the following bills of the 102nd Legislature are enacted into law:

(a) Senate Bill No. 741.

 

(b) Senate Bill No. 743.
