SENATE BILL NO. 741

March 06, 2024, Introduced by Senators CAMILLERI, BAYER and POLEHANKI and referred to the Committee on Education.

A bill to amend 1976 PA 451, entitled

"The revised school code,"

(MCL 380.1 to 380.1852) by adding section 1161.

the people of the state of michigan enact:

Sec. 1161. (1) Beginning with the 2025-2026 school year, each public school in this state shall establish and maintain a school library that meets at least all of the following:

(a) Is housed in a central location outside of a physical classroom, provides an environment for expanded learning, and supports a variety of student interests.

(b) Provides an organized and cataloged collection and services that adequately support student independent reading and learning for enrichment and the curriculum offered by the school. The building-level school administrators shall ensure that pupils and teachers have efficient and equitable access to these resources, including, but not limited to, making collection resources available in both print and electronic form.

(c) Has an intellectual and academic freedom statement and a collection development policy that follows best practices and includes, but is not limited to, procedures for materials selection, deselection, and reconsideration.

(d) Serves as a community resource by providing parents and legal guardians of the school's pupils and community members access to the school library's resources, as determined appropriate by the school.

(2) Beginning with the 2025-2026 school year, each public school in this state shall ensure that each school library operated by the public school participates in an interlibrary loan system.

Enacting section 1. This amendatory act takes effect 90 days after the date it is enacted into law.

Enacting section 2. This amendatory act does not take effect unless all of the following bills of the 102nd Legislature are enacted into law:

(a) Senate Bill No. 742.

 

(b) Senate Bill No. 743.
